Penjajawoc Marsh/Bangor Mall Management Commission
Meeting Summary – November 17, 2006
The Penjajawoc Marsh/Bangor Mall Commission met on Friday, November 17, 2006 in the City
Council Chambers. Commission Members in attendance included Hope Brogunier, Tom Davis,
Cindy DeBeck, George Elliott, Shep Harris, Jackie Hewett, Jim Hinds, Judy Kellogg Markowsky,
Jim Parker, Lucy Quimby, Tricia Quirk, and Marion Rudnicki. City Staff included Ed Barrett, Jim
Ring, and David Gould, and Dan Wellington. Others in attendance included Ed Bearor, Tim
Pease, Jeff Allen, and Patrick Graham.
Chair Shep Harris called the meeting to order shortly after 1:00 p.m. The November 3, 2006
meeting summary was approved.
Jeff Allen from the Sewall Company made a presentation of the ALSID Development Project
proposed for the vacant parcel of land located between Blue Seal Feeds and the proposed
WalMart entrance drive. The Development would include three new buildings. Two would be
restaurants located on the Stillwater Avenue frontage and the third would be located toward the
rear of the parcel and would likely be a small bank with a drive through window. Parking would
cover the majority of the remaining parcel but would be centrally located and serve all three
buildings. The Stormwater Management System would include underdrain swales, underground
storage, and piping to provide water quality treatment and control discharge as required by
State Stormwater Regulations. A Stormwater Permit will be required. Primary access to the
site will be a driveway off the proposed WalMart access road. No curb cuts to Stillwater Avenue
for the ALSID Project. A secondary access drive is proposed at the rear of the parcel to the
WalMart perimeter road. This would provide interconnectivity between the two developments.
This project will need to obtain an MDOT Traffic Movement Permit. The presentation was
followed by a number of questions and discussion by Commission Members. This included
stormwater, landscaping, access, bicycle and pedestrian access, and litter control. The
Commission did a preliminary review using the Draft Format previously developed by George
Elliott. The Final Commission Review Report and Recommendation should also reference 1)
Avoidance of invasive species 2) Efforts to accommodate bike use, and 3) Litter control as
discussed for the WalMart Project.
The Commission was reminded of the special meeting scheduled for Tuesday, November 21,
2006 with representatives from Regulatory Agencies.
The next regular meeting will be December 1, 2006 at 1 p.m.
Meeting was adjourned shortly after 3:00 p.m.
