HomeMy WebLinkAbout2006-07-07 Penjajawoc Marsh / Bangor Mall Management Commission Minutes Penjajawoc Marsh/Bangor Mall Management Commission Meeting Summary – July 7, 2006 The Marsh/Mall Commission met on Friday, June 7, 2006 in the City Council Chambers. Commission members in attendance included Hope Brogunier, Tom Davis, Cindy DeBeck, George Elliott, Shep Harris, Jackie Hewett, Jim Hinds, Judy Kellogg Markowsky, Lucy Quimby, and Marion Rudnicki. City Staff included David Gould and Jim Ring. Chair Shep Harris called the meeting to order at 1:04 p.m. The Commission reviewed the June 2 meeting summary. The Commission reviewed the first draft of Marsh/Mall Management prepared by George Elliott. George presented an overview of the draft document. Members offered the following comments: Tom Davis: Questioned extent of intended applicability, i.e. whole overlay zone or just focused on marsh. Response was that it would apply to the entire overlay district. Jim Hinds: Suggested trying to improve language stating purpose and balance, with same point made by Lucy. Jackie Hewett: Suggested inclusion of reference to Land and Open Space Subcommittee. Jim Ring indicated that he would work with George to refine the draft document. The Land and Open Space Subcommittee reported on its recent activities. Jackie indicated that the group was really starting to look at current state of various parcels and working toward developing prioritization based on a conservation/ecological viewpoint. Some of this information is being compiled on a working map. It was noted that at this point the group needs to be very careful about mapping being developed and sensitive to landowner rights and future plans. Judy indicated that the information they were developing was useful in determining wildlife use and value. Jackie provided an overview of the thought process the Subcommittee was working under both to date and as they move forward. Jim Parker raised a question about whether the working map reflects too much emphasis on fields. More specifically if wooded areas and other species (mammals) have received enough consideration. Judy explained species/habitat hierarchy; Jackie thought those comments/concerns will be useful to the Subcommittee. Jim Parker stated the need to be very cognizant about unintentional outcome, impacts, and implications for landowners. The next meeting of the Land and Open Space Subcommittee is scheduled for 7/12/06 at 2:30 p.m. in the Council Chambers. Jim Parker provided a copy of an article from page 27 of the June 20 – 26 edition of the “The Downeast Coastal Press”. This is a very interesting article that deals directly with landowner rights, impacts as has been discussed. Future agenda items will include follow up on the draft Marsh/Mall Overlay Management Plan and activities of the Land and Open Space Subcommittee. Meeting was adjourned at approximately 2:50 p.m.
