HomeMy WebLinkAbout2006-06-02 Penjajawoc Marsh / Bangor Mall Management Commission Minutes Penjajawoc Marsh/Bangor Mall Management Commission Meeting Summary – June 2, 2006 The Marsh/Mall Commission met on Friday, June 2, 2006 in the Council Chambers at City Hall. Commission Members in attendance included Hope Brogunier, Tom Davis, Cindy DeBeck, George Elliott, Shep Harris, Jim Hinds, Judy Kellogg Markowsky, Lucy Quimby, and Marion Rudnicki. City Staff included Ed Barrett, David Gould, and Jim Ring. Chair Shep Harris called the meeting to order at 1:03 p.m. The Commission reviewed the May 5 meeting summary and approved it, noting misspelling of Judy Kellogg Markowsky and Dick Andren’s names. Jim Ring reported that he had discussed the Commission’s concerns about invasive plant species with representatives of Widewaters, and that an arrangement for controlling Purple Loosestrife was likely possible. Jim Parker reported that he had retained a wetlands expert (David Moyse) to do additional delineation for the proposed Stillwater Gardens expansion project, but work had not yet been done. David Gould reported that the final map amendments to the Land Development Code should be completed in the near future. The Open Space Subcommittee reported on its recent activities. Judy indicated that they were gathering and reviewing maps. Cindy mentioned that they were exploring possible opportunities for reclaiming former pastures. Lucy stated that the Subcommittee was largely in a “data gathering” mode. The next meeting will be June 16, 2006 at 2:30 p.m. The Commission revisited the issue of additional flexibility in meeting Open Space requirements. David Gould provided a memo and outlined considerations for the following alternative:  Off Site Mitigation  Cash in Lieu  Land Banking There was considerable discussion regarding the pros and cons of each, and recognition that they may offer some potential opportunities. The Commission will continue discussion of this issue in the future. George Elliott mentioned the need for an overall management plan and agreed to provide a draft for discussion at the July meeting. Cindy DeBeck brought up an issue involving trespass on private property that occurred over Memorial Day weekend. She indicated people were still coming down the railroad bed and had a videotape of an incident where her son encountered a group on her family’s property. She also indicated some Commission members were involved. In subsequent discussion it was suggested that boundaries are unclear, but also that Commission members should have a better understanding of what areas are not open to the public. Jim Ring and Ed Barrett indicated that the City would be willing to assist and providing signage or other measures to address the issue. Staff will provide more information at the next meeting. Meeting adjourned at approximately 2:50 p.m.
