HomeMy WebLinkAbout2006-05-05 Penjajawoc Marsh / Bangor Mall Management Commission Minutes Penjajawoc Marsh/Bangor Mall Management Commission Meeting Summary – May 5, 2006 The Marsh/Mall Commission met on Friday, May 5, 2006 in the Council Chambers at City Hall. Commission Members in attendance included Hope Brogunier, Tom Davis, Cindy DeBeck, George Elliott, Shep Harris, Jackie Hewett, Judy Kellogg-Markowski, Lucy Quimby, and Marion Rudnicki. Dick Andrews substituted for Jim Hinds. City Staff included Ed Barrett, David Gould, and Jim Ring. Chair Shep Harris called the meeting to order at 1:03 p.m. The Commission reviewed and approved the revised February 3 meeting summary and the updated April 7 meeting summary. Judy mentioned interest in updated wetland delineation for the Stillwater Gardens expansion project. Jim Ring indicated no response from CES on this issue to date. He also indicated that he would follow up on the issues raised by the Commission relative to the Widewater’s project. David Gould provided an update on the Land Development Code amendments. Text amendments are now approved. A final step involving a map amendment and notification to about 500 property owners will be done in June. Ed and Jim will review notice before it is issued. The Open Space Subcommittee reported activities of its April 14 meeting. Jackie reported that maps have been obtained and the group has started looking at farmland, uplands, mowing schedules, etc. Cindy reported that there may be opportunities to reclaim overgrown meadows. Judy indicated that in some instances monetary assistance has been available for this type of activity. Tom asked if the Subcommittee would be providing minutes. There was some discussion about use of future tax revenue set aside or possible borrowing against same. George Elliott indicated the need for an overall written management plan and suggested that maybe a subcommittee should be formed. Chair Shep Harris requested George draw up a draft outline/framework for developing such a management plan. Jim Ring gave a brief update on the Penjajawoc Stream Watershed Management Plan, indicating completion was about six months away. Lucy Quimby provided an update on the Bangor Land Trust/Bangor Beautiful Trails Project effort. There was a fair amount of discussion about how to better outline/define guidelines for open space and interest in revisiting open space issues. Staff will develop a concept paper to assist future discussion of Open Space issues and options. Jackie Hewett indicated she would be absent at the June 2 meeting to attend her daughter’s college graduation. Meeting was adjourned at approximately 2:45 p.m.
