Penjajawoc Marsh/Bangor Mall Management Commission
Meeting Summary – December 16, 2005
The third meeting of the Marsh/Mall Commission was held Friday, December 16, in the City Hall
Council Chambers. Commission members in attendance included: Hope Brogunier, Tom Davis,
Cindy DeBeck, Jim Hinds, Shep Harris, Judy Markwosky, Lucy Quimby, and Marion Rudnicki.
George Elliott, Jackie Hewett, and Jim Parker sat in to represent Sandi Duchesne, Carol Epstein,
and Mark Conley, respectively. Staff members included David Gould and Jim Ring.
Chair Shep Harris called the meeting to order shortly after 1 p.m. A motion made by Jim Hinds
and seconded by Marion Rudnicki to approve the December 2 meetiing minutes was approved.
Jim Ring indicated that resignation letters from Sandi Duchesne and Carol Epstein had been
received and Council Orders would be brought forward to accept the resignations and for
Goerge Elliott and Jackie Hewett to fill the vacancies in the interim. New appointments for the
entire Commission will occur in the next few months during the annual Council process for
appointing members to various City Boards and Subordinate Committees.
Staff went over some revisions to the draft Ordinance previously developed and some of the
questions raised by Lucy Quimby per her email: There was considerable discussion about
several points including minor wording changes, reference to the Penjajawoc Marsh significance
as a natural resource, what areas proposed Overlay Zone includes, manner and timing of
Commission review of proposed development plans, and location of open space within potential
subdivision developments. Staff will review these points further for additional consideration and
discussion at the next meeting.

The next meeting was scheduled for Friday, January 6 in the Council Chambers.
The meeting was adjourned at about 2:40 p.m.
