HomeMy WebLinkAbout2005-12-02 Penjajawoc Marsh / Bangor Mall Management Commission Minutes Penjajawoc Marsh/Bangor Mall Management Commission Meeting Summary – December 2, 2005 The second meeting of the Marsh/Mall Management Commission was held on Friday, December 2 in the City Hall Council Chambers. Commission members in attendance included Hope Brogunier, Tom Davis, Cindy DeBeck, Sandi Duschesne, Shep Harris, Jim Hinds, and Lucy Quimby, plus staff members David Gould and Jim Ring. Jackie Hewett and Jim Parker also attended, representing Carol Epstein and Mark Conley, respectively. Also in attendance were George Elliot and Kathy Guerin. Chair Shep Harris called the meeting to order at 1:00 p.m. A motion made by Tom and seconded by Sandi to approve the November 9th meeting minutes was approved. Sandi Duschesne announced that she would be resigning from the Commission due to a change in jobs. She introduced George Elliot, who is a Bangor resident and a member of the Penobscot Valley Chapter of Maine Audubon. George has attended past meetings of the Task Force and Sandi requested that he be considered for her vacated position. Filling of vacated positions will be considered in the near future. David Gould presented draft revisions to the Bangor Land Development Code that are intended to capture the Land Use Recommendations contained in the Task Force Final Report. The group discussed the changes and several members focused on issues of placement of open space, interconnection of street, pedestrian and wildlife corridors with respect to future development projects. Given the Commission’s authority to review preliminary projects and proposals, such issues may be identified and addressed through that process. Staff will develop additional draft Ordinance language for consideration at the next meeting. Jim Ring provided information regarding transportation priorities in the Marsh/Mall area, outlining recent improvements on Stillwater Avenue in conjunction with the Parkade development and focus of future improvements to improve capacity on Stillwater with respect to the latter, funding to undertake design work is included in the next BACTS Biennial Program. Jim also updated the Commission on DEP’s Penjajawoc Watershed Management Plan Project. That project is about 6 months behind schedule and work in 2005 has primarily been technical in nature, involving data gathering and modeling. Public involvement and development of recommendations will start in the first quarter of 2006 and the project should be fully completed next year. The group discussed future meeting schedules and indicated a goal of meeting on the first Friday of each month, depending on need. The next meeting will be 1:00 p.m., Friday, December 16 in the Council Chambers. The meeting was adjourned at about 2:45.
