Penjajawoc Marsh/Bangor Mall Management Commission
Meeting Summary – November 9, 2005 Meeting
The first meeting of the Marsh/Mall Management Commission was held on Wednesday,
November 9, 2005 at the City of Bangor Parks and Recreation Center. The meeting began
shortly after 1:00 p.m. Commission members in attendance included Hope Brogunier, Tom
Davis, Cindy DeBeck, Sandi Duchesne, Shep Harris, Judy Markowsky, Lucy Quimby, Marion
Rudnicki, plus City Staff members Ed Barrett, David Gould, and Jim Ring. Jackie Hewett and
John McCormack also attended, representing Carol Epstein and Mark Conley respectively. A
couple of members of the public were also present.
City Staff provided an overview of the purpose and responsibilities of the Commission, noting
that a Chair and Vice-Chair needed to be selected. Subsequently, Shep Harris was elected Chair
and Tom Davis was elected Vice-Chair.
Staff provided a brief summary of post-Task Force activity, and John McCormack reported that
W/S was still working on their proposed development project.
Focus then turned to identifying short term and long term goals and objectives. The primary
short term goal is to amend the City’s Land Development Code to reflect Task Force
recommendations. City Staff is working on a draft, which will be available for review and
discussion at the next Commission meeting. The City Engineer commented briefly on
transportation issues and the DEP Penjajawoc Watershed Study, with additional information to
be provided at the next meeting. The Commission identified longer term goals of public access
planning and developing a prioritized list of recommended easements and acquisitions.
Two other issues were also raised: 1.) Voting representation and membership of individuals
representing Commission members not in attendance and, 2.) Possible sub-committees. Both
of these issues will need further discussion.
The next meeting was scheduled for 1:00 p.m., Friday December 2, 2005 in the City Council
Chambers.
The meeting was adjourned at approximately 2:30 p.m.
