HomeMy WebLinkAbout2010-09-16 Harbor Committee Minutes City of Bangor Harbor Committee Minutes Meeting: Thursday, September 16 2010 City Council Chambers Committee Members in Attendance: Jim Ring, City Engineer; Daniel Cassidy; Richard Reinhardt; Patricia Blanchette, Council Representative; Guests: Tracy Willette, Director of Parks and Recreation I August, 2010 minutes: Accepted as distributed II Infrastructure Grant for Dock Replacement  The City has been able to secure a grant to replace a significant portion of Dock 4  The grant is for the amount of $100,000 with a local $33,000 match.  Jim Ring presented a proposed configuration with an offset from the bulkhead which, together with a locked gate, would address some of the security issues on the dock. Approximately 240 feet of dock would be constructed.  This project would allow demolition of the old Harbormaster building and construction of showers in the New Harbormaster Building.  Detailed specifications for the project and a bidding process will be forthcoming. III Waterfront Activity  The American Cruise Line has indicated their intent to return next year with an expanded schedule.  The American Folk Festival was a success, as have been numerous other waterfront activities, including an ongoing concert series. IV Small Boat Access  The Small boat access point has met some regulatory hurdles. Jim Ring presented the latest concept of an off-the-ground ramp to a float adjacent to the bulkhead. This would have the advantage of a location close to parking.  Specific design plans will be forthcoming by the joint Parks and Rec meeting V Joint Parks and Rec Meeting  This will be a joint meeting of both committees and will occur in October on the evening of the Harbor Committee Meeting  Review of the Small Boat Access and its role in Parks and Rec activities will be part of this discussion, as well as a search for ideas to increase recreational access to the river.  An annual Joint Parks and Rec/Harbor Committee Meeting may be worthwhile, perhaps alternating to coincide with the regular meeting time of each committee on alternate years. VI Brewer Committee Member  The invitation is still open for the City of Brewer to appoint a representative to this committee. It continues to be the hope of this committee that this invitation will be accepted. VII Moorings  Moorings and the Army Corps of Engineering Permit will be discussed at the November Meeting.
