Harbor Committee Minutes
Meeting: Thursday, February 11, 2010

II Joint Brewer/Bangor Update
Linda Johns presented an update on the shore development occurring on the Brewer side.
Significant improvements have been made with removal of deteriorating timber cribworks
and replacement with stone rip rap. Progress has been made on the shore trail system,
though this has been slowed by budget issues. Ciambro is planning the development of a
pier at their river site at the former Eastern Fine Paper complex.
The current plans for the Bangor Waterfront park were reviewed including the small vessel
access point. Jim Ring updated the Tar Remediation project which has gone well and
requires a few additional steps in the Spring.
The precise site of the small vessel access point still needs to be determined. It will be part
of the next phase of the waterfront park. Jim Ring is investigating the possibilities of
moving closer to the upstream side of the park.
The desire to have a better take out point at the mouth of the Kenduskeag, particularly for
the Kenduskeag Stream Race, was reviewed. There are severe limitations to access in this
area and permitting restrictions that preclude any action at this time.
III City Docks
Jim Ring has initiated discussions with local businesses that may have an interest in a partnership
to operate the City Docks. The intent is to pursue a public/private partnership that could keep the
docks operational, and avoid a shutting down of this service. Discussions are at a preliminary
stage. The boating season is just a couple of months away, and it is hoped that a proposal would
be forthcoming.
IV Brewer Representative(s) to the Harbor Committee.
Jim Ring, presented a draft resolution to be advanced to the Transportation and Infrastructure
Committee for the addition of a non-voting member appointed by the City of Brewer to this
committee.
The concept of a Brewer Representative is to facilitate communication between this committee and
the City of Brewer, considering that we both share the same harbor and the same harbormaster.
Councilor Blanchette suggested that their be two Brewer Representatives and that they be voting
members. This was viewed upon favorably by the committee. Discussions will be advanced to the
Transportation and Infrastructure Committee for further discussion. Eventually this would require
an ordinance change for Bangor. Linda Johns will communicate this interest to the City of
Brewer.
V Cruise Boats
The American Cruise Line will be dramatically decreasing their visits to Bangor. This is of
particular concern given the effort the city has made to establish the large vessel dock, and the
associated costs with its maintenance each year. Jim Ring indicated efforts are being made to see
whether another cruise line might also have an interest in adding Bangor to its itinerary.
