HomeMy WebLinkAbout2009-04-09 Harbor Committee Minutes City of Bangor Harbor Committee Minutes Draft Meeting: Thursday, April 9, 2009 City council Chambers Committee Members in Attendance: Richard Reinhard; Jim Ring, City Engineer; Daniel Cassidy; Daniel Field; Harbormaster, Jerry Ledwith Guests: Councilor Geoffrey Gratwick I January 22, 2009 minutes: Accepted as distributed II Waterfront rules: The following rules were discussed in detail. In the interest of safety and security, it is recommended by the committee that they be reviewed by City Legal Counsel, Norm Heitmann, and then presented for approval to the TIC committee. The Harbor Committee also recommends that these regulations be added to Chapter 140 of the City Code that deals with Harbor rules. 1. Access to docks occupied by boats leasing space from the city is limited to boat owners and their guests. 2. All Children 12 years of age or younger while occupying city docks, floats or gangways must a. Wear an approved personal floatation device. b. Be accompanied by, and under the supervision of an adult. 3. No swimming from city floats or docks. 4. No skateboards, rollerblades or bicycles on any city docks, floats or gangways. 5. All unattended vessels (including dinghies) must be locked to the docks by a chain or cable/lock combination. Outboard motors and oars must be locked to dinghies or removed. 6. Trash and litter shall be properly disposed of in receptacles provided. 7. Prior approval by the harbormaster is necessary prior to commencing any repairs, sanding, painting, carpentry or engine work. All private contractors must register with the Harbormaster. 8. No fishing is allowed from docks or floats occupied by vessels. Fishing from open docks may be allowed with the harbormaster’s permission.. 9. Boats must observe the posted NO WAKE zones within the harbor. 10. Noise from radios, electronic devices, and parties, or loud talking shall be limited after 10:00PM. 11. All vessels must comply with applicable Federal, State, and City Laws and Ordinances. Once approved these rules should be distributed to the seasonal dock occupants, and prominently posted at the docks. III Tar Remediation City Engineer, Jim Ring, indicated that a remediation plan has been discussed with the concerned regulatory agencies, and that permitting will be proceeding shortly. There is a possibility that the work will be initiated this year. IV River Front Park/Small Vessel Access Construction of a significant part of the Riverfront Park will commence this year. The small vessel access area for hand carried, hand powered craft will likely be constructed in 2010. Initial drawings suggested a staircase access. A parallel ramp or dock arrangement is being explored. V Updates/Future Agenda  Committee members attended a recent Parks and Recreation Committee Meeting to review our committee’s activities. There is particular interest in the small craft access which is in development.  We have had a joint meeting with Brewer each Spring. Since the Council has just had such a meeting, we will defer til later this year.  Mooring availability will continue to be discussed. At the moment plans to approach necessary permitting is on hold until the Tar Remediation project is set.
