HomeMy WebLinkAbout2007-12-12 Harbor Committee Minutes City of Bangor Harbor Committee Minutes Meeting: Wednesday, December 12, 2007 City Engineering Office Committee Members in Attendance: Richard Reinhart; Daniel Field; Councilor Peter D’Errico; Daniel Cassidy City Staff: Jim Ring, City Chief Engineer; Jerry Ledwith, Harbormaster; Councilor Geoffrey Gratwick, Minutes from November were accepted Dr. Michael Gilmore’s resignation as chair and member of the committee for personal reasons was accepted. Dan Cassidy was elected as committee chair and will continue to act as scribe for committee minutes. 1. Report of Docking Fees The committee reviewed city dockage fees for 2007, as well as the result of the survey of other Maine harbor fee structure. The committee recommends the following fee structure which generally represents a 3% increase: New fees in bold; (Old fees in parenthesis) Short Term Docking: 0-20’ no electric $1.30/foot ($1.25) 0-50’ with electric $1.55/foot ($1.50) Over 50’ with electric $1.80/foot ($1.75) Long Term Docking 20feet or less: Per foot in excess of 20 feet Monthly except Jul/Aug $220.00/month ($210.00) $23.00/foot ($22.00) July, August $425.00/month ($400.00) $25.00/foot ($23.00) Full Season $750.00/month ($725.00) $68.00/foot ($66.00) Cruise Boats $3.00/foot/night ($2.90) Mooring Fees $15.00/night $75.00/month The City has a $50.00 annual fee for a mooring site for those wishing to have a seasonal mooring site with responsibility and cost of setting, maintaining and inspecting the mooring being the responsibility of the individual. 2. Mooring Specifications The harbormaster has specifications for mooring gear. These will be reviewed at the next meeting. 3. Dockage Allocation – Dockage space allocation will need to be reviewed Recommendations to be formulated for space allocated to seasonal rentals, transient visitors, cruise boats, and adequate brief dockage for pick-up & drop off as well as up to 2 hour stays. 4. Credit Card Transactions for Dock Activity The harbormaster reported that the ability to charge credit/debit cards from the harbormaster’s office had been arranged and will be in place for the 2008 season. 5, Survey The committee will develop a boater’s survey. The purpose would be to gain input from past as well as potential waterfront users. Committee members will develop survey questions to be emailed to Dan Cassidy (d.cassidy@verizon.net) for collation prior to the next committee meeting. The intent is for this to be available for circulation with the dockage registration mailings this winter. 6. T.I.C. Presentation It was suggested that there be a brief presentation from this Committee to the Transportation and Infrastructure Committee. Jim Ring suggested that this may be best done at their meeting in late February. 7. Harbor Committee Meeting Time and Day It was agreed that Harbor Committee meetings would begin at 6PM. The second Wednesday of the month will continue to be the preferred meeting day. 8. Points East is sponsoring a Maine Rivers Cruise. Current published plans indicate it would not include the Penobscot above Bucksport. An effort will be made to encourage their inclusion of the Port of Bangor in their itinerary.
