Harbor Committee Minutes
Meeting: Wednesday, April 16, 2008

February Minutes were accepted.
1. Historic River Guide
It was proposed that a subcommittee be formed that would be chaired by committee member, Robert
Woods, who is currently pursuing an advanced degree in History at the University of Maine, whose
specialty is early American History and who has already initiated work in this area. Items suggested to be
considered are:
A. The final form(s) that this information would take, which could include
1. A printed guide that would be handy to boaters, including site maps
2. Riverfront display signs in both the Bangor and Brewer riverside parks
3. A digital guide/history available on-line
B. The scope of topics which may be included
Geographic – What to include?:
1. Upper river only – i.e. Bangor/Brewer area
2. Downriver from what point
From Bucksport/ Ft Knox
From Ft Point – includes French/Dutch/English
From further south?
Historic – Define the Eras:
1. Native American
2. Early European; Estivan Gomez to the Revolutionary War – include the
Portuguese/Spanish/French/Dutch/English
3. Revolutionary/Penobscot Expedition including general background + details on the various wrecks
on the Penobscot
4. Post-Revolutionary – Establishment of the Communities
5. Shipbuilding
6. Lumber to Paper
7. River Ice as an export
8. Civil War (Ft Knox/Underground Railroad/Joshua Chamberlain)
9. “Modern River”
C. Establish the process by which this guide would develop.
1. What Membership for the subcommittee?
2. Define Tasks – Assign tasks
3. What specific resources to target?
4. Develop a time line for tasks
5. Develop a completion date
6. Develop a plan for publication/dissemination of information
A Subcommittee meeting would be called in early May. The Chair will try to coordinate with individuals from
the University and the Folk Life Center. Other individuals may include Margaret Chernosky, and Linda Johns.
2. Small Craft Access
Dock modifications of the upstream dock will be in place this year to facilitate small boat access.
The committee reports positive feedback for small boat river access from MOAC and other small boat users.
Dunnett Cove small boat access continues to be a long range consideration.
3. SHIP (Small Harbor Improvement Projects) Grant Program
The City has been successful is obtaining significant funding for improvements for the Large Vessell
Dock modifications.
The Calendar for requests has been modified and will require an application this fall for projects to be
initiated the following year. Jim Ring indicated some additional improvements would likely be
requested for the Large Vessel Docks.
The Possibility of Funds for Dunnett Cove Small Craft Access is also a consideration for such an
application, as would replacement of some of the older existing docks.
SHIP proposals will be on the agenda of future meetings.
4. Moorings
The City will have moorings this year, including moorings below the Joshua Chamberlain Bridge.
Moorings below the bridge are necessary for sailboats, most with masts incapable of passing below the
bridge.
It was also pointed out that moorings below the bridge are considered more desirable by boaters.
5. New Happenings on the Waterfront
Hodgdon Marine may establish a boat building yard on the Penobscot on City owned land in Hampden to
produce composite built vessels for the Navy.
We will invite Shawn Mahaney of the Army Corps of Engineers to the next meeting.
