HomeMy WebLinkAbout2008-02-21 Harbor Committee Minutes City of Bangor Harbor Committee Minutes Meeting: Wednesday, February 21, 2008 City Engineering Office Committee Members in Attendance: Richard Reinhart;; Daniel Cassidy City Staff: Jerry Ledwith, Harbormaster; Jim Ring, City Engineer; Councilor Gerry Palmer Minutes from January were accepted. 1. Dock Space Allocation Allocation of Dock Space was reviewed and it was recommended that 100 feet of Dock 4 (the seasonal dock) be used for visiting boats, and for drop-off/pick-up when the two upstream docks are tied up with cruise boats. 2. FY09 Budget  Jim Ring reviewed the budget process. The request will include additions to the Heavy Vessel dock being used by the cruise lines. There is also necessary upkeep for the existing wooden docks.  The fee changes recommended at previous meetings have been adopted.  It is anticipated that Homeland Security funds may help with the cost of surveillance cameras to aid in improving dock security. 3. Harbor Brochure The committee reviewed the Harbor Brochure developed by Cheri Sikes and Jerry Ledwith. This succinctly conveys considerable information on the harbor facilities. The committee suggested small changes, including substituting “the Historic Port of Bangor” for Bangor Harbor, adding dates for some of the activities. Distribution to boaters, and to other harbors was also discussed. 4. Mooring Specifications Three documents were reviewed. The mooring specifications and related documents were felt to be complete. It was suggested that the document “Minimal Mooring Specifications” be approved with the addition of the word “Galvanized Chain” in item 3; and “All Shackles and Swivels shall be galvanized” to item 4. Documents “Mooring Inspection Form” and “Private Boat Mooring Registration” be approved as written. 5. Future Agenda Items  Representatives from Brewer will be invited to a future meeting (? March or April)  Development of a Historical River Guide for the Penobscot to Bangor. The objective would be to outline aspects of the River’s history and geographic features from the perspective of a visitor by boat. Harold Gratwick has particular expertise in this area. This will be scheduled for a summer committee meeting.  Small Boat (i.e. hand carried, hand powered) utilization of the waterfront  Eventually an annual schedule for specific discussions would be appropriate: e.g. Oct- Review utilization for the Summer Season; Dec. – Publicity Plan for next Year; Jan – Fee Schedule Adjustments; Feb/Mar – Budget for next fiscal year.
