Harbor Committee Minutes
Meeting: Wednesday November 12, 2008

II River Moorings:
Transmission of the Harbor Committee resolution to request the City Council to increase the
availability of moorings will be taken up by the Transportation and Infrastructure Committee in
the near future.

III River History Project. – This is in progress under the direction of Committee Member, Rob Woods, who
is unable to attend this meeting. Discussion was tabled until the next meeting
IV Harbor Activities Season End Report – Revenue for the 2008 boating season was $25,716.00 which was
89% of Projected Revenue. Moorings were installed on the extreme South side of the Channel at the expense of
Waterfront Marine. These saw limited uses. The necessity for boats to “suspend” between two moorings to
keep off the Brewer shore makes their use cumbersome.
V Harbor Infrastructure
- Councilor Blanchette indicated a need for more attention to trees and plantings. This is being directed
to the Parks and Recreation and Forestry departments.
- Docks will be requiring repairs. A report of their condition and suggested repairs will be discussed in
future meetings.
VI Harbor Security
– About $21,000 may be available for security cameras. This will not give complete coverage of the
docks, but would be an improvement. A fiberoptic line from the Harbormaster’s Office to the Police
Station may be necessary.
– Police patrol of the waterfront is an important element of security, but is limited by personnel
availability. The PD efforts are appreciated.
– A system to keep non-boaters off the rental docks was discussed. This would involve a change in dock
configuration, and would involve a pass key or card. This is common in most urban marinas and is
effective..
– The committee requested Jim Ring to ask city counsel, Norm Heitmann, to render an opinion as to
whether access to the city’s docks can be limited for the following purposes:
1. To restrict access to dock 4 (the dock used for seasonal renters and transient craft) to boaters
only,
2. To restrict access to other docks for safety reasons, e.g. children to wear flotation devices, etc.
VII Waterfront Improvement Project – The revised design includes a small boat (hand carried, paddle craft)
access at the downstream end with parking and storage racks. This will improve public access to the river.
VIII Coal Tar Remediation – A pilot project may be initiated in 2009. Completion would likely take several
additional years. Conflicting advisements from various agencies was noted.
