Harbor Committee Minutes

Minutes from December were accepted.
1. Mooring Specifications
Discussion of Moor specifications and the Mooring Field was deferred until January
2. Dock Space Allocation – suggested plan
The most upstream dock will continue to be for dinghy and small boat access. A new low-dock
addition will facilitate Kayak and rowing shell access.
The dock behind Seadog will be split between 20 minute access (necessary for pick-up/drop off from
mooring boats) and 2 hour short visit access. These areas would be designated by stenciling time
limits on the docks.
Dock 3 will serve the cruise boat M/V Patience
Some of the dock space on the seasonal dock will be reserved for transient visiting boats. It is
estimated that 1/3 of seasonal boaters do not renew. This amounts to about 130 feet of dock space.
The committee recommends last year’s seasonal boaters be allowed to renew for 2008. Space not taken
by seasonal boaters be held for transient dockage space.
The most downstream dock continues to be for cruise boats. When cruise boats are not expected in,
space could be allocated to visiting boats.
3. Harbor Survey
The committee reviewed question suggestions and suggests the attached be accepted to be included in
the packet to seasonal dockage renewal notices. It would also be used to survey boating organizations, visiting
boaters, etc. with the intent to gain useful information to assess our effectiveness, and suggestions.

3. Points East Maine Rivers Cruise
Space for visiting boats is improving, but still has some limitations. The Points East Cruise planner will be
informed of the number of moorings expected to be available, and that there would be some limited dockage
space (more if they are here when the American Cruise Line is not in). Overflow would be diverted to
Waterfront Marine or Brent Phiney. Limited rafting on moorings might be allowable per the Harbormaster.
4. Transportation and Infrastructure Presentation
Discussion deferred until February
5. Future Agenda Items
Development of a Historical River Guide for the Penobscot to Bangor. The objective would be to outline
aspects of the River’s history and geographic features from the perspective of a visitor by boat. Harold
Gratwick has particular expertise in this area and may be scheduled for a summer committee meeting. This
would be a useful tool for attracting boaters to the river and the Port of Bangor.
