HomeMy WebLinkAbout2007-07-11 Harbor Committee Minutes MEETING MINUTES HARBOR COMMITTEE – July 11, 2007 The Harbor Committee met on Wednesday, July 11, 2007 at 7:05 p.m. in the Harbor Master’s Building located at 88 Front Street. Committee Members in attendance included Councilor Peter D’Errico, Richard Reinhart, Michael Gilmore, Daniel Cassidy, Daniel Field. City Staff included Jim Ring. The first order of business James Ring gave the Committee an update of discussions with Waterfront Marine for the installation of moorings. He reported that the manager at the Waterfront Marine was leaving, therefore it was unlikely they would be able to provide or set any moorings in Bangor Harbor as anticipated. He also reported that he had contacted Hamlin Marine in Hampden (now operating Turtle Head Marina in Hampden) about placing moorings. They may be interested but will have to think about it further. Dan Cassidy requested a cost estimate for the City to rig and install five moorings. There was discussion of Senator Tom Sawyer’s letter concerning security at the waterfront area. Dan Cassidy stated a great majority of cities/ports have locking mechanisms, Portland and Bucksport being examples. Daniel Field suggested bike patrols and lighting. Jim Ring reported that a pair of pole mounted lights had been installed on Dock 4 near the end of the gangway. These are activated by a photocell mounted on the gangway. He also has done some investigation into security cameras. The City, through the Police Department has established a secure private wireless network that accommodates equipment such as computers in patrol vehicles. This system can also include a data access point on the waterfront which could serve security cameras and transmit to the Police Department. It will be a few months before that capability would be available, however. The approximate cost of one camera, data access point, and DVR is approximately $8,000.00. No Homeland Security funding is currently available to the City, but is likely to become available during the next fiscal year. The Police Chief is supportive of seeking approval for security cameras from Homeland Security Funds-not only for the Waterfront but other locations as well. Richard Reinhart asked if there was any interest in discussion for hiring a waterfront security patrol. There was discussion of funds and if the City required contributions when entering into development agreements, to which Councilor D’Errico mentioned the Downtown Overlay District. Dan Cassidy inquired about the possibility of credit card capability for the convenience of patrons. The meeting was adjourned at approximately 8:30 p.m.
