HomeMy WebLinkAbout2014-03-11 Airport Committee Minutes Meeting Agenda City of Bangor Airport Committee Meeting rd City Council Chambers 3 Floor March 11, 2014 The following City Councilors were in attendance: Airport Committee Chair, Nelson Durgin, Pauline Civiello, Gibran Graham, and David Nealley. The following City Staff was also in attendance, Airport Director Tony Caruso, Marketing Director Risteen Bahr, Assistant Airport Director James Canders and Superintendent Robbie Beaton. Also in attendance was Gene Richardson and Ray Lane from Maine Aero. Agenda: 1. United Technologies Center: Request to support A & P certification program. United Technology is presently in the process of implementing an Aviation Maintenance Certification School through their Adult Education Department. They are requesting a Letter of Support from the Airport and City. The purpose of the request is to ask for the City of Bangor’s support for their proposal for filling a critical regional and national need for an aviation maintenance certification program through their innovative High School certification program. UTC’s proposal addresses training and opportunity for workers, and a national shortage in Airframe and Power plant (A & P) Technicians, using their program that begins in high school with a certification one-year beyond high school. The goal is to train new Technicians for jobs that exist, and will increase, for repairing aircraft and other related duties requiring this certification. This program will provide valuable A & P technical certification education, with traditional and hands-on requirements that are required by FAA regulations, Part 147. Maine Aero Services, based at the airport, will assist with both teaching the General Aviation education training, and the hands-on aviation maintenance certification program. Gene Richardson, President of Maine Aero spoke of this program. He indicated that he would need a letter of support from the City. Committee Chair, Durgin, mentioned that is an excellent opportunity and there is a lot of interest for this course. If the City approved, we should have the letter of support by the middle of March. Moved by Councilor Neally and seconded by Councilor Graham. 2. Airport statistic-February Our total monthly Passengers was down by 6.4% and YTD Passengers was down by 8.5%, but the average monthly passengers from 2010-2014, was up by 9% and the average YTD Passengers from 2010-2014 was up by 1%. The total International landings was up by 19%, the total Domestic landings was down by 18%, the total cargo landings was down by 29% and the total weight cargo was down by 69%. Due to the severe winter weather conditions experienced throughout the country the industry had 80,000 total cancelations! This is the most cancellations the Industry has had within 7 years! Total Retail fuel sales was down by 23%, DOD fuel sales was up by 14%, Resellers was up by 16%, and Into Plane was down by 3%. The Airline Load Factors, Allegiant was 93%, Delta was 70% and US Airways was 77%. For the Market Share, Allegiant was 34%, Delta was 21% and US Airways was 45%. The Shuttle Lot is now open and will remain open until the beginning of May. And United will start their flights on June th 5. 3. Domestic Terminal construction update. We will be doing this project in 4 phases over the next two years. Presently for phase 1 is the escalator being remodeled. Delta and Allegiant will be moving over temporarily to the other south side of the terminal. Phase 2 will be building out the area for the Airlines and the baggage area. This will take about 11-12 months. Phase 3 will be moving the Airlines to their new home and building the offices for the car rentals, Police and TSA on the other side of the Airlines. Phase 4 will be moving the car rentals, police and TSA to their new home and constructing the new front windows of the terminal. The new baggage area for TSA will be behind the Airlines, where right now they are located right beside where customers check in with the Airlines. There were Councilor questions regarding airport security, and Director Caruso and staff addressed these questions. Marketing Director Risteen discussed sending out notices about the construction of the Airport and she will also have signs around the Airport regarding the construction.
