Carlson, Greg Miller 1. License Agreement with Club Gemini At the last meeting, approval was granted for Club Gemini to hold a th Motorcycle show and associated events on May 26. The committee requested that a license agreement be prepared by the Legal Department and returned to the Committee for informational purposes. Heitmann reviewed the agreement, which included recommendations from the last Committee meeting. He noted that the dyno competition would not be a part of the day’s events. He also noted that the Club owners had submitted a plan to the Police Chief, who in turn reviewed it and made recommendations, and asked that the plan be resubmitted for final approval. The same plan also has to be submitted to the state in terms of the liquor license. The City is also waiting for the proof of insurance. Gastia spoke about the revised plan, which he needs to see and to sign-off. Heitmann indicated that Bates had recently reminded the Brann’s of the necessary resubmitted plan; Heitmann also left a voicemail message for the Brann’s regarding the same item. No vote was needed on this item, as it was informational only. 2. Request for the Fire Department to donate an Ambulance to United Technologies Center (UTC) Cammack said that UTC has recently approached the Bangor Fire Department to inquire whether the Department would consider donating an ambulance to their program. The ambulance has been recently taken out of service and is surplus to the City. The City recently donated a 1982 Pierce Fire Truck to UTC to assist them with their public safety program, and this is a similar request. Greg Miller expressed his appreciation. The fire truck has been a great addition to the public safety program. UTC has a good working relationship with the Bangor Fire and Police Departments. A motion was made and seconded to approve staff’s recommendation. 3. Healthy Maine Partnership Update Health and Welfare Director Shawn Yardley presented an update on the efforts and activities relating to our involvement with the Healthy Maine Partnership. He said the state has broken into eight groups, Penobscot and Piscataquis counties being one district. There are four comprehensive health coalitions with the Bangor CCHS to be the lead for the Healthy Maine Partnership for all communities east of the Penobscot in Penobscot County and all towns including Bangor contiguous to Bangor on the west side the River with the additional of Newburgh. As a result, the application to be submitted with Council approval to the State for the new round of Healthy Maine Partnership monies total $480,975.40. It is a one-year grant. The three other coalitions, similar to last year, approached the City to be the lead as the substance abuse prevention position. There is a similar position for a tobacco specialist to serve the entire two-county district. Bangor has been asked to be the lead in this area as well. The Council will be asked to approve this position in the near future. Rev. Carlson said that the Committee had previously asked for some guidance and part of the new RFP indicates that will be a comprehensive community health coalition. Carlson suggested a provided a list of individuals as potential Bangor Health Advisory Board members. This group would advise the Council and the Health and Welfare Department regarding the upcoming work that will be funded through the State RFP and in all areas of the health activities of the Department. Yardley looks for the group to not only advise on the coming tobacco program but also the WIC program and Immunization program, as they are regional programs but have fallen under the City’s jurisdiction. All towns within a coalition must be involved with the planning. Gratwick suggested an organizational chart. Yardley will provide. Responding to Gratwick’s concerns, Carlson said that the policy decision makers need to be a part of the advisory group. Gratwick spoke about better health care prevention efforts within the City of Bangor and spoke of the Chamber’s Wellness Program. The Committee voted to recommend the grant application as presented to the full Council for approval. A motion was made and seconded to adjourn at 5:50 pm.
