1. Council Resolve 08-030 Accepting and Appropriating Additional Immunization
Education Program Grant Funds from the Maine Department of Health and
Human Services
This Resolve will accept and appropriate additional grant funding in the amount
of $50,000. The funds will be used to expand the scope of the immunization
education program to include a public awareness campaign and strategies to
increase immunization rates among Native Americans. A motion was made and
seconded to recommend approval to full Council.
2. Municipal Review Committee – Election Ballot for Board of Directors
Farrar indicated that on an annual basis charter municipalities have an
opportunity to elect three individuals to serve on the MRC Board of Directors.
The MRC helps to oversee the PERC Waste to Energy Facility in Orrington and
monitor the various contractual and financial arrangements between the Plant
and over 100 participating communities. The Board consists of 9 directors in
total, each serving three year terms. This year, the terms of Dennis Cox, Susan
Lessard and Leon Yeaton expire. Ms. Lessard, current Town Manager of
Hampden, has contacted the City and has asked for the City’s support and staff’s
recommendation is to cast Bangor’s vote for her. Bob Farrar continues to serve
as a Director and Treasurer through 2009. He has served on the Board for 16+
years. Responding to D’Errico, Farrar said the Board is working and looking
ahead to the year 2018 when their thirty-year contract with Bangor Hydro/Emera
will expire. They are PERC’s primary revenue producer. MRC and PERC will then
be negotiating with Bangor Hydro for a new contract in that they purchase
power from the Plant. Barrett said that PERC has faced challenges over the
years that the MRC has worked diligently to resolve. It has been a successful
operation in that the City is currently paying net after performance credits of
$45/ton for waste. A motion was made and seconded to approval staff’s
recommendation to cast Bangor’s ballot for Ms. Lessard.
