Article I, §14-1, Voting Districts and Precincts, references the State of Maine House of Representatives House District numbers. This amendment will remove the House District numbers and will be replaced with language referencing that the numbers will be changed from time to time according to State law. This amendment will remove the necessity of amending the ordinance every 10 years when the State changes house district numbers. Article II, §14-6(C), Registrar of Voters and Registration Appeals Board sets forth the term of the Registrar of Voters. This amendment will change the term from one year to two years or longer if established by contract with the City of Bangor. Current State law sets forth a two year term for the Registrar of Voters. Committee Action Committee: Government Operations Committee Meeting Action: Staff Comments & Approvals City Manager Introduced for: First Reading and Referral Meeting Date: September 6, 2017 For: 11-� City Solicitor Against: Finance Director CITY COUNCIL ORDINANCE Date: August 28, 2017 Assigned to Councilor: Tremble 17-309 AUGUST 28, 2017 ORDINANCE, Amending Chapter 14, City Elections, Article I, §14-1, Voting Districts and Precincts, and Article II, §14-6(C), Registrar of Voters and Registration Appeals Board WHEREAS, the City's Election ordinance references State law; and WHEREAS, State law changes from time to time; and WHEREAS, amendments to the City Election ordinance are necessary to align with State law changes; BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR AS FOLLOWS, THAT Chapter 14 of the Code of the City of Bangor be amended as follows: 14-1 Voting districts established. For purposes of all municipal elections, the City of Bangor shall be divided into one voting district, also known as "ward." The boundaries of such district encompass the four districts established by virtue of 21-A M.R.S.A. § 1204 for the election of members of the State of Maine House of Representatives from the City of Bangor, as s u N pati s , 4ist...° C u sc� Dustq iet. In accordance with Article V, Section 2(a) of the Bangor City Charter and 21-A M.R.S.A. § 101, there is hereby established a Registrar of Voters for the City of Bangor. B. Duties of the Registrar. It shall be the duty of the Registrar to: (1) Register voters. To approve application for the registration of voters in accordance with state election laws and to remove voters from the registration lists. 17-309 AUGUST 28, 2017 (2) Receive nomination papers. To receive nomination papers of candidates for municipal offices from the City Clerk and verify names and addresses on petitions and make other investigations to determine that papers meet requirements of state law. (3) Maintain records. To maintain complete records, which are up-to-date, of all qualified and eligible voters in the City of Bangor. (4) Other duties. To perform such other duties as may be required by state law or the City Council. C. Term of office.
