HomeMy WebLinkAbout2012-12-17 Government Operations Committee Minutes Government Operations Committee Monday, December 17, 2012 5:25 p.m. MINUTES Council Members: Hawes, Civiello, Nealley, Gallant, Blanchette, Sprague and Durgin Staff: Farrar, Yardley, McNeil and Willette Others: 1. Approval of Proposed Anti-Discrimination Plan for Community Connector Transit Service. As a new direct recipient of Federal funding, the Community Connector is required to have a Non-Discrimination Plan. The Plan has been prepared and must be adopted by the City prior to its submission to the Federal Transit Administration. A background memorandum and the Discrimination Plan are both attached. Assistant City Manager Bob Farrar explained that the plan deals with discrimination of Community Connector passengers, and the procedures to be followed if a complaint is received. Durgin asked if there are other non-discrimination policies that deal with transportation, such as those with physical limitations. Farrar explained that those would be covered under the ADA (Americans with Disabilities Act) that is a separate compliance. Gallant made a motion, it was seconded and approved to move to Full Council. 2. Update/Continued Discussion and Action on Proposed Tobacco Policy for City Parks. The Parks and Recreation Department in conjunction with the Parks, Recreation and Harbor Committee have been developing a proposed policy concerning the use of tobacco products in City Parks. At this point, both groups are ready to meet with the Committee to continue the discussion on this issue. A background memorandum is attached outlining the work done to date and two different approaches for consideration. Parks and Recreation Superintendant Willette explained that an updated version of this proposal has been created to share with the Committee. He said that each park was reviewed individually, looking specifically at park usage as it relates to children and youth activities. The revised list included several parks excluded from the no tobacco products ban including West Market Square and Pickering Square downtown. Willette then asked for additional feedback in order to move forward in developing a policy for tobacco free parks. After discussion between Councilors; some who were in agreement and others opposed to this policy, it was decided that Willette will come back to Committee with a draft ordinance listing those parks to be tobacco free before moving on to Council.
