1. Discussion of Emergency Response Procedures with Bangor Natural
Gas and Bangor Police and Fire Departments.
At the request of Committee Chair Civiello, representatives of Bangor
Natural Gas and the Police and Fire Departments will be present to discuss
and review response procedures concerning natural gas leaks.
Jerry Livengood, Josh Saucier and Andrew Bereman of Bangor Natural Gas spoke about
the incident that happened on Fern Street with the contractor damaging the pipe line.
They assume the bucket came down into the pipe damaging it. He called 911 and the
other agencies that needed to be notified.
Discussion took place in detail about each step that followed in this specific incident.
Testing was done after things were fixed and the residents who lost power had their
power restored by the end of the day. This was caused by Dig Safe violations for
example the fact that the pipe was hit by the excavator.
Discussion about how to educate all involved so that this type of incident doesn’t occur
again and if it should, then what steps needs to be taken to make sure all is taken care
of safely. Possibly a Safety Program that has to be met before any work can take
place.
Once common thread in the 5 incidents of this year was that the emergency response
team did an excellent job for each incident.
Jerry Livengood asked if the City was interested in hosting a contractor training or
forum, Bangor Natural Gas would partner with them because we are all in it for the
same goal of safety. Councilor Baldacci stated that we could require some sort of
certification or program training to be awarded a bid, etc.
2. Council Referral 14-291, Resolve Accepting and Appropriating $25,229
of Edward Byrne Memorial Grant Fund in support of Bangor Police
Department and Penobscot Sheriff’s Department.

3. Draft Resolve, Accepting and Appropriating $189,169.44 in FY 2014
Homeland Security Grant Funding from the Maine Emergency
Management Agency (MEMA).
