GOVERNMENT OPERATIONS COMMITTEE
MINUTES
May 18, 2015
Councilors Attending: Civiello, Blanchette, Plourde, Sprague, Durgin, Faircloth, Graham

Committee Chair Civiello called the meeting to Order at 5:15 pm
1. Request from Eastern Maine Community College for the donation of a surplus police cruiser.
Chief Hathaway outlined the request from Eastern Maine Community College for the City to
donate a surplus Police Cruiser to their Criminal Justice Program. This request is similar to one
recently approved for the law enforcement program at Beal College. EMCC Criminal Justice
Program Department Chair Cornel Plebani provided additional information about the program
and the importance of having a former police cruiser for the students to use. The vehicle will be
used only on EMCC property. It was moved by Councilor Sprague, seconded by Councilor
Plourde and voted to recommend approval of the request to the Council. This item will appear
on the next Council agenda.
2. Resolve, Accepting and Appropriating a grant from the Maine Department of Health and
Human Services, Office of Substance Abuse and Mental Health Services in the amount of
$50,000 to support an Overdose Prevention Program.
Health Promotion Program Manager Jamie Comstock explained the details of the grant including
amount, term, purpose, and population served. This is the eighth year the grant has been
awarded. It was moved by Councilor Plourde, seconded by Councilor Sprague and voted to
recommend approval of the Council Resolve to Accept and Appropriate the Grant. This will
appear for First Reading on the next Council Agenda.
3. Resolve, Accepting and Appropriating a $25,000 grant from the Maine Office of Substance
Abuse and Mental Health Services to provide Substance Abuse Prevention and Intervention
Services.

awarded. It was moved by Councilor Plourde, seconded by Councilor Sprague and voted to
recommend approval of the Resolve to Accept and Appropriate the Grant. This will appear for
First Reading on the next Council Agenda.
With no further business to come before the Committee, the meeting adjourned at 5:25.
