1. Shelter Plus Care Grant Funding from US Department of Housing and Urban Development in the
amount of $127,903.
- Patty Hamilton explained the Shelter Plus Care Program and that the current program serves 17
people living in housing in Bangor, Old Town and Orono. The purpose of the program is to
provide for subsidized and supported housing that serves people who are homeless, suffering
from mental illness, or have other types of issues that are helped with supported housing.
Councilor Graham asked how long people stay in supported housing. Although staff did not
have specifics, Director Hamilton indicated that many people stay in supported housing for
significant amounts of time and often stay in the physical housing even after they move on from
the program. She indicated that she would check to see if they had that information.

2. Authorization to Accept and Appropriate $15,000 from St. Joseph’s Healthcare for the Circle of
Caring Campaign.
- Councilor Nichols asked to consider whether she had a conflict of interest as she has handled
the collections for St. Joseph’s foundation. Moved: Graham, Seconded: Baldacci, it was
unanimously approved that Councilor Nichols had a conflict of interest. Councilor Nichols left
the Room.
- Director Hamilton indicated that St. Joe’s has collected money on behalf of the Community
Health Leadership Board Circle of Caring Campaign to support individuals and families that are
suffering from the disease of addiction. It was decided that the money should be used for harm
reduction and to create survival kits which may be tailored to the individual needs. Community
Health would develop the kits and distribute them to other agencies, families, and individuals.
Some packs may contain Narcan which would be overseen by Dr. Nesin of Penobscot
Community Health Center.

3. Authorization to Apply for Grant Application for up to $2,500 from Walmart Community Grant
Program in Support of the Bangor Police Department K-9 Team.
- The City Manager explained that the grant will be used to acquire supplies for the K-9 team.
- Moved: Joe Baldacci; Seconded: Sarah Nichols; Unanimously approved
4. Authorization to Allow the Parks & Recreation Department to work with the Bangor Kiwanis
Club to purchase and install new play equipment.
- Director Willette introduced Members of the Bangor Kiwanis Club including Mike Fern, Mike

Robinson and others. Mike Fern indicated that the Bangor Kiwanis is celebrating its 100
birthday and would like to make a legacy donation to the City of Bangor. Kiwanis has long
focused on supporting children and families. Director Willette is seeking permission to work
with the Kiwanis to develop a concept plan for the waterfront or another park.
