Discontinuance of a Portion of School Street John Hamer states this a street that was previously discontinued, however later discovered there were some ownership issues because of underlying ownership of the road bed. Last month the Council took the property by eminent domain. This portion of School Street is actually in the Shop and Save parking lot and would not be recognized as a street. Accepted it as a City street again and asking it be discontinued. In doing so it will revert the ownership back to Campanelli the current owner of the property and it will clear their current title issues. We will retain a public easement for passage and utilities, as required under the statute. Councilor Farrington motions and Councilor Hawes seconds. 2. BIA-Passenger Statistic Update Rebecca Hupp presents update stating that passenger traffic continues to go up. For June it was up by 6.5%, year to date up just over 5%. Contributing that primarily to the Continental service started in June. Passenger traffic is up for nd the 2 June in a row. As a testament Continental went from two flights to three flights. And expects July will be a good month. Overall expecting the positive trend to continue through July and August. July numbers probably will be th available by the 10 of this month, at which time it will be presented. Typically there is a ten day lag in reporting. Councilor Gratwick request Jim Ring to give an update of the consequences of the Federal Transportation Act passed last week for Bangor. Jim Ring informs the Committee regarding the high priority projects are that were referenced in the Bangor Daily News recently. There aren’t many details on them, but they are as follows:  Relocation of Southbound on ramp to I-95, exit 184, remaining scissors ramps in the vicinity of Union Street. Which has been requested for many years and is a one and a half million-dollar project.  Improvements and construction of U.S. 1A and State Route 9 for one and a half million. We believe that is the Cedar Street relocation by the description.  Penobscot Riverfront development for bicycle trails, amenities, and traffic circulation improvements for Bangor and Brewer for a total of 2.8 million dollars. Those are the three specifically identified projects. There are several other projects in Maine that do have a direct interest to us in a regional aspect, like improvements on Route 15 in Brewer. There is money provided to further establish the East/West Highway. Continued funded to ensure completion of the Waldo-Hancock Bridge. A couple of other things such as the heavy vessel dock for the Waterfront, which was previously approved last year in Congress. It is a project that was approved but there wasn’t any funding available. This year’s Federal Transportation Bill that was just passed includes that funding that’s approximately $744,000.00. BACTS projects, which are developed by a regional coalition of municipal representatives for transportation projects and planning. Some specific projects, which are being done due to the classification of function:  Hogan Road 95 ramps -$220,000.00  Intersection improvements on Stillwater Ave.-$365,000.00  Reconstruction of a portion of Mt. Hope Ave. $190,000.00  Section of Ohio Street from Burleigh to Sunbury -$335,000.00  Rehab of Burleigh Road  Stillwater Ave., outer portion from Longview to the town line- a little over 1.2 million.  Design work necessary to move toward the widening of Stillwater Ave. and perhaps some construction in the mall area consistent with the Task Force recommendation -$450,000.00  Ohio Street-Griffin to Blue Hill -$500,000.00  Main Street resurfacing, in town -$205,000.00  Griffin Road from Union to Maine Ave.-$120,000.00 Adding up to $3,300,750.00. These rely approximately 90% on this Federal funding. Annually we typically receive several million dollars in the form of assistance for airport improvement projects as well as support for the BAT Community collector. Those figures are not yet available. Motion moved by Councilor Hawes and seconded by Councilor Farrington. Adjourned at 5:20
