Committee convened at 5:01 p.m.
1. Project Canopy Grant Application
Jim Ring expressed wish to apply for Project Canopy Grant and a draft of the Council
Order. A program that is sponsored by the Maine Forest Service with available funds of
30,000.00 total available throughout the state. Communities may apply for up to
3,000.00 maximum. To enhance or improve tree canopies throughout the state,
particularly in cities. The City has received one 3,000.00 grant for planting. Also,
received 10,000.00 for pruning and maintenance in downtown areas. 50/50 match
requirement, the community would match with 3,000.00. Formerly used our labor and
equipment as match. Requesting by Council Order to apply for this, also to receive and
disperse if successful. The City normally performs annual tree planting program, to
improve and increase the number of public shade trees and to replant in areas where
trees were lost. Jim states we have planted in commercial and private subdivisions, on
public streets. Identified three recent subdivisions areas being Rolling Meadows, Judson
Heights and the Woodview, off of Burleigh Road. All being in open fields, and in hopes
to have a shade tree population in those areas as they develop.
Jim leaves the floor open to questions.
Councilor Farrington moves that they apply for the grant.
Councilor Gratwick asks if there is a requirement when putting in a subdivision to plant
trees.
Jim states current that is not in effect. But is something that is being considered for
future development. We’ve got several issues to review and discuss with respect for
development standards, that’s probably part of a larger discussion, not to duck the
question but I think that’s something very reasonable to consider carefully as we look at
our revision but currently there’s not a requirement for that.
Councilor Gratwick states he is very much in favor and suggest discussion on Monday.
And the larger question I will be very interested in discussing.

Ed Barrett we will get something back on that, there’s some legal questions about the
extent to which we will require that, but I will work with legal on that.
Code Enforcement Departmental Review
Dan Wellington reviews Code Enforcement functions and growth accompanied by hand
out of packets.
As well as informing members of an addition of a program of Shelter Plus Program.
