Committee convened at 5:00 p.m.
1. Authorizing Execution of Documents with Maine Central Railroad-Waterworks
Road Crossing
Councilor D’Errico moves for passage, Councilor Stone seconds.
2. YMCA Option to Purchase 58 Court Street
Ed Barrett stated the Council authorized negotiations with YMCA for the sale.
This would grant an option to YMCA to purchase the property running until June
30, 2006, purchase price of $10,000, require TIC Committee approval of the site
plan for the parking lot. All land development codes to be met, YMCA will need
to apply for a zone change on the property, demolition and parking lot

construction begin on or before July 1 and be completed on or before
September 30, 2006. In a discussion with Rob from the YMCA Ed proposed in
lieu of payment based on the value of the land only not improvements on the
land would run approximately $200 a year. Since the YMCA board did not feel
that was appropriate therefore, it is not in the agreement.
Councilor Stone approves and after clarification of the layout of the parking lot
from Committee members Councilor D’Errico seconds. To be placed on the
Council agenda for Monday.
3. Parking Ticket Analysis
Chief Don Winslow stated the Parking Advisory Committee met several times and
made recommendations, one of which was having a sliding scale for parking
fines on those chronically abusing the time limit. Overtime parking tickets are
currently $10, recommendation being that after receiving 10 tickets the excess
tickets would be $25 and tickets in excess of 12 would carry a $50 fine. He was
asked to do an analysis to see if it was feasible to do something like this. He
states they will likely need new software and handheld electronic data collection

devises to make it more efficient. The cost of the system would be
approximately $40,000. Stating also revenue that could have been generated if
these fines were enforced in 2005 would be in excess of $38,000. Uncertain of
the impact these fines would have, refers and explains the data in the packet
and surrounding communities’ practices.
After lengthy discussion by Committee members on the rate increase on 1-10
ticket violators and lease of equipment to do a “test run” before purchasing to
see if the system will work, concerns about customers to the downtown area
being if fees are raised to high, and comments from Brad Ryder with Epic Sports
and the Parking Advisory Committee, this item is referred back to Staff for review
of fee adjustments and additional review of data by Don Winslow to be
presented in four to six weeks. The Chief was asked to review the figures on
warning tickets, to adjust from once every three months to once every four
months to see how much revenue would be generated. Also to take a look at
the territory the meter person is working, to expand in other areas of the City
where this issue may also exist.
4. Verizon Lease: Data Comparison Report-BIA
Councilor Stone moves to approve, Councilor D’Errico seconds with no
discussion.
5. BIA: Financial Report
Combined with number six.
6. BIA: Passenger Statistic Report – January
Rebecca Hupp states items #5 & #6 were discussed at the Council Workshop in
November/December. Since then the Passenger Statistic Report was revised for
easier reading as requested. The reports now reflect the load factor graph
changed to a moving total, include percents on the total operations, example
being military might represent 40% of total operations. Include twelve month
moving totals on the financials. Rebecca was requested to provide data on the
impact of revenue if the military flights were not operating from the airport as
they are now.
7. Fee Schedule for Harbor Boating Season
Jim Ring has handed out a revised comparison chart for the boating fees and
explains the Harbor Committee has recommended the fees for the 2006 season.
Also, explaining short term fees and long term fees and the proposal of an
increase for 2006.
Councilor Stone moves approval, Councilor D’Errico seconds.
