Committee convened at 5:00 p.m.
1. Discussion: Howard Street Traffic Concerns
Jim gave an overview of activities and Ed’s memo regarding feedback. A public meeting
was held on January 24, 2007 with approximately 75 in attendance. The meeting was
an opportunity for citizens to express concerns and a presentation of the Traffic Study
was made by John Theriault. There was a distribution of a survey sheet provided to the
citizens and the results were 71 responses. 34 from Middle Howard, from Garland to
Mt. Hope Ave., 37 were from surrounding streets. 82% were in favor of traffic calming
island, 79% in favor of raised crosswalks, 74% in favor of prohibition of no left turn at
State Street, 59% in favor prohibition of left onto middle Howard at Garland, 50% in
favor of one way from Mt. Hope to Garland. Staff recommends undertaking the 3
recommendations by Ames to place a traffic calming island, raised crosswalk, and
prohibit left turn from State to Howard. There was some discussion of the safety
concerns and financial aspects to incorporate these changes and the measured
successes, along with reduction of traffic. The estimated completion once started would
be May/June weather permitting. There was a motion for individual items with the
Committee referring to Council, which subsequently come back to TIC.
2. Kenduskeag Avenue Rezoning-Council Order #07-011
James Ring provided a brief introduction on the proposed Kenduskeag Avenue Zone
change. The location on Broadway and Griffin Road was rezoned approximately 1 ½
years ago. Andy Sturgeon with Ames and Steve Ribble, Landscape Architect, provided a
description of the location and addressed the concerns of the Committee and residents.
Conservation development principals incorporate 67.7 acres owned by Judson Grant
which is currently zoned RRA. Maintain character of Kenduskeag Avenue, as residential
interior space-with noted wetlands surround upland development areas, and mention of
a vehicular divide with the majority traffic to go to Griffin. There were questions about
entrance location, to which Ed referenced a Master Plan Update revision expected in
August. There was some discussion of a contract zone change and withdrawal of
rezoning. A public meeting with neighbors is expected to be held with no date set at
present. Jim and Ed has list to help meeting process.

3. Request to Use City Twining Pit and Access Road in Winterport for
Temporary Wood Yard
Paul Levesque and Burleigh Logging from Lincoln, Maine are requesting access through
the Twining Pit Road for a wood storage area access to transport materials out for the

winder months from February 9, 2007 to March 16, 2007. Council Gratwick inquired as
to the use during thawing season. Dana stated they wanted to wait until the winter for
the freeze before using and will “pull out” before the thawing occurs. Councilor
Gratwick moves, Anne Allen seconded.
