HomeMy WebLinkAbout2007-01-02 Transportation and Infrastructure Committee Minutes Transportation & Infrastructure Committee Tuesday, January 2, 2007 Minutes Councilors Attending: Richard Stone, Susan Hawes, Annie Allen, Geoffrey Gratwick, Gerry Palmer, Frank Farrington Staff Attending: Ed Barrett, Jim Ring, Rebecca Hupp, Norman Heitmann Others Attending: Jim Kiser, Todd Lee, Pat & Doug Cummings, Linda Hunter, Lucy Quimby, William Green, Glaen Furge, Gary Boldoc Committee convened at 5:00 p.m. 1. Multi-Year Airport Improvement Program Capital Plan - BIA Rebecca provided an informational presentation to the Committee. No action is required. 2. Kenduskeag Avenue Rezoning – Council Order 07-011 This item had been referred by the Planning Board for review and recommendations. James Ring mentioned conversation he and Ed Barrett had with Andy Sturgeon and explained Land Use, traffic generation, taking of land and the preference to work with citizens first, and suggestion of holding off recommendation from the Transportation and Infrastructure Committee. Various citizens expressed there concern: Todd Lee, 938 Kenduskeag, regarding larger scale development, traffic, land taking. Pat & Doug Cummings, 1142 Kenduskeag, not opposed to zoning development, need more planning, and Doug had taken traffic counts resulting in 170 from 7:42- 8:20a.m., 8:30 cars backed up from Griffin Road, construction impacts. Linda Hunter, 1025 Kenduskeag offered thanks for being listened to. Lucy Quimby, 1230 Kenduskeag, noted a conversation with Bud Grant and was struck by his focus on importance of development and gave excerpts from Comprehensive Plan with reference to open space, traffic, wetlands. William Greene, 1626 Kenduskeag, measured width of road and traffic counts of 53 from 3:06-3:16 & 54 from 4:25-4:35 and queried traffic plan policy. Galen Furge, 970 Kenduskeag, concern of traffic and road width of 20’ in front of his residence. Jim Kiser explained this is not simple/straight forward to develop alternate access because applicant and landowner are two different people. Developer is pushing zone change but the landowner isn’t. They are not opposed to alternate access, but cost is an overall consideration. 3. Howard Street Traffic Concerns: Councilor Palmer read a letter from Larry Willey into record. Gary Boldoc aware of eleven year opposition to changes and reads Bob Cimbolleck’s letter to the TIC Committee. Also stated he recommends prohibited two left turns and mentions FedEx trucks using Howard, Garland, Summitt, State Streets to Eastern Maine Medical Center, public meeting questions that will be asked, and requested that he and Mr. Cimbolleck be copied on all meetings. Mr. Boldoc continued to state that volume not speed is the biggest problem. Councilor Allen recommend encourage through traffic from across bridge. Councilor Stone queries law enforcement posting to ticket and check through traffic. Councilor Palmer to talk with UPS/FedEx regarding route and requested better explanation and present explanation of traffic, percentages, and local traffic. Suggested date of public meeting set for January 24, 2007, with a snow date of January 25, 2007. 4. Referral: Ordinance Amending Sign Code, Chapter 260-8.2 – Council Order #07-051 Deferred to next Transportation and Infrastructure meeting. Meeting adjourned at approximately 7:00p.m. 1
