HomeMy WebLinkAbout2008-02-05 Transportation and Infrastructure Committee Minutes Transportation & Infrastructure Committee Tuesday, February 5, 2008 Minutes Councilors Attending: Peter D’Errico, Patricia Blanchette, Gerry Palmer, Susan Hawes, Geoffrey Gratwick, Harold Wheeler Staff Attending: Ed Barrett, Jim Ring, Rebecca Hupp, Norm Heitmann Others Attending: Committee convened at 5:00 p.m. 1. Easement to Bangor Gas – Services for General Electric Norm Heitmann explained General Electric was switching over to natural gas and there is no public right of way where the lines will need to be placed. The locations are on Maine Avenue, up Johnson, down Florida. The other is Polk Street of Maine Avenue. Councilor D’Errico moved and Councilor Palmer seconded for the Committee recommend easement to the full Council. 2. Lease Agreement – U.S. Airways Norm Heitmann stated the Airport is in the process of negotiating a new lease with U.S. Airways, as the old lease has expired. U.S. Airways would in addition to the existing lease renew also rent space for baggage storage. Proposal was to enact a short term lease to include the baggage area for rental until the long term comprehensive lease is enacted. Proposed additional rental space would be 128 square foot at $28.47 per square foot. Councilor D’Errico moved, Councilor Palmer seconded for approval. 3. State Aviation Sales and Use Tax and Proposed LD 1976 Rebecca Hupp provided the background of the proposed LD1976, State Aviation Sales and Use Tax which would apply to international flights. She wanted to make the Committee aware of this as the Aircraft Owners and Pilots Association was hoping to appeal and express the Airport’s opposition to the legislation. It may be necessary to go to Augusta to show opposition and requested the Committee’s approval to do so, should it be necessary. There was a motion to approve and seconded. 4. Municipal/State Agreement with the City of Bangor for Traffic Signal Maintenance – New Walmart Drive 1 Jim Ring stated that large development projects often require a traffic movement permit and off site improvements to mitigate traffic impacts by MDOT. This would be an agreement sent by MDOT as part of the condition of the TMP for a new signal at Stillwater and Walmart (near Blue Seal). The agreement only required the municipality of Bangor to maintain and power the signal and is 100% funded by the State. Staff recommended approval. There were Councilor questions of clarification regarding the agreement. Councilor Palmer moved and was seconded to move to Council. Motion and seconded to adjourn meeting at approximately 5:35 2
