HomeMy WebLinkAbout2010-09-07 Infrastructure Committee Minutes Infrastructure Committee Tuesday, September 7, 2010 Minutes Councilors Attending: Patricia Blanchette, Harold Wheeler, Geoffrey Gratwick Staff Attending: Jim Ring, Brad Moore Others Attending: Dan Cassidy Committee convened at 5:00 p.m. Councilor Blanchette Chaired, Councilor Hawes not present due to illness. Consent 1. Sewer Abatement Request: 227 Ohio Street, Account #6804001 Councilor Gratwick moved and it was seconded by Councilor Wheeler. Unanimous vote. Regular 2. Sewer Abatement Policy Statement – Request by Sarah C. Munsey Councilor Blanchette read as Sarah C. Munsey had requested, the Closing Statement dated August 26, 2010. Councilor Gratwick moved to adhere to Staff recommendations to deny and Councilor Wheeler seconded. 3. Discussion – Possible Change to Sewer Abatement Policy Jim Ring stated that the memo from Brad Moore was provided as was requested from the last meeting. Jim and Brad suggested offering an alternative. It was proposed one time discount of the bill by 20% of the amount due per customer. Councilor Gratwick motioned to continue with the current policy and Councilor Wheeler seconded. Unanimous vote. 1 4. Grant Opportunity to Replace Existing Wood City Docks Dan Cassidy joined the table. Jim outlined the SHIP Grant of $50,000 with 10% match that the City submitted for but was unsuccessful. The BIG Grant would be available for the amount of $100,000 with a City match of 33,000 which would be covered under Community & Economic Development. Request was made for the approval to apply for the Grant. There was discussion of how the funds would be used. Jim noted the docks were deteriorated, especially dock 4. He suggested perhaps the new docks be prefab, steel construction. He was particularly interested in the long term costs. Councilor Gratwick inquired if the funds could be used for the installation and removal of the docks. Jim would check to be sure but thought it would only be for capital improvements. Councilor Blanchette requested Jim, when corresponding with MDOT, pass Council appreciation for all their help. Councilor Gratwick motioned for Staff to apply for the BIG Grant and Councilor Wheeler seconded. Unanimous vote. 5. Draft Council Resolve Supporting Continuation of 100,000 lb. Truck Weight Limit on I-95 Jim outlined the Federal Department of Transportation Appropriations Act of 2010, which increased the weight limit for six-axle vehicles traveling on Maine’s Interstate System from 80,000 to 100,000 pounds due to expire December 16, 2010. The Maine Municipal Association was gathering information and data from municipalities illustrating the positive impacts the increased weight limits on the highway had. With this resolve the City would show support and urge the federal delegation to the leave the increased weight limit on Maine’s Interstates. Councilor Gratwick moved this go to full Council and Councilor Wheeler seconded. There was further discussion and Councilor Blanchette suggested all municipalities up and down the highway system submit their support. Unanimous vote. Councilor Gratwick moved to adjourn, it was seconded with a unanimous vote at approximately 5:35 p.m. 2
