Consent
1. Sewer Abatement Request: 208 Maple Street, Account #2518804
Brad stated this was a plumbing problem that was fixed.
Councilor Blanchette moved to approve and Councilor Wheeler seconded.
Unanimous vote.
Regular
2. Referral: Ordinance Amendment 10-305, Amending Chapter 165, Land
Development Code, §165-112, Submittal Requirements, of the Code of the City
of Bangor, to Require Submission of Post-Construction Stormwater
Paul Nicklas and Jim Ring noted this change was to stream the process. When a
site plan is reviewed; the stormwater maintenance and design plan would be
reviewed as well.
This would cover new plans for review but there was question about the
inclusion of existing businesses. It was clarified that existing businesses would
need to file their maintenance plan within the next two year phase in and the
requirement of an annual report, thus any changes to their site would/should be
covered. Records would be held in Code Enforcement, likely with Jeremy Martin.
Councilor Blanchette motioned to refer to the Planning Board for their
recommendation because it is part of the Land Development Code. Councilor
Wheeler seconded.
Unanimous vote.

3. Referral: Ordinance Amendment 10-306, Amending Chapter 268, Stormwater, of
the Code of the City of Bangor to Change the Submission Procedure for Post
Construction Stormwater Maintenance Plans
The amendment would require the developer to submit their post construction
plan before receiving their Certificate of Occupancy. If there was new
construction to an existing site, it would be in the required annual stormwater
maintenance plan.
Councilor Blanchette moved with positive recommendation and Councilor
Wheeler seconded.
Unanimous vote.
4. Bangor Hydro Electric Easement Request: Underground Electrical System-
Southerly End of Waterfront Park
Jim explained this easement was for Bangor Hydro to provide electrical service to
the southerly end of the Waterfront Park and to maintain the service.
Councilor Blanchette moved it go to full Council and Councilor Wheeler seconded
with no further discussion.
Unanimous vote.
