Sewer Abatement Request: 290 Pearl Street, Account #3305902 Councilor Wheeler motioned, seconded by Councilor Blanchette with no discussion. 2. Sewer Abatement Request: 5 Glenwood Drive, Account #710001 Councilor Wheeler motioned, seconded by Councilor Blanchette with no discussion. 3. Sewer Abatement Request: 9 May Street, Account #9310803 Councilor Wheeler motioned, seconded by Councilor Blanchette with no discussion. Regular 4. Referral: Ordinance Amendment 10-151; Amending Section 260-11.a (11) of the Code of the City of Bangor, Sign Ordinance Jim Ring provided background. The current sign is in violation according to Maine Travel Information Act. Ray Cota is working with the Christmas Tree Shop who requested to have the same sign as Shaw’s but rename it to Christmas Tree Plaza and incorporating their logo. Dan explained upon Council Blanchette’s request that Maine Department of Transportation notified them that the script/logo must be changed. As long as 1 they stay in the IDS/COM zone they can, but if they were to move it would need to be changed. Ray Cota spoke to the Committee and stated Christmas Tree Shop would be using over half of the approximately 31,000 s.f., which was comparable to Portland’s store. It was noted that Bangor residents submit request frequently to their main headquarters for a store in this area. Councilor Wheeler asked for clarification regarding the name, would it be Christmas Tree Shop Plaza. Jim noted there would need to be an amendment by substitution regarding the name, to move as is then move to amend at Council. Councilor Blanchette moved and it was seconded by Councilor Wheeler. Unanimous vote. 5. 2010 Project Canopy Assistance, Tree Planting and Maintenance Dana Wardwell said the Maine Forest Service awards annually a $8,000 grant for a supplement the pruning program. Committee approval to apply, accept and appropriate funds from grant was requested. Councilor moved to send to Council, Councilor Wheeler seconded. Unanimous vote. 6. Citizen Review Panel Membership This is continued discussion from June 8, 2010 Infrastructure Meeting. Jim Ring outlined the 2009 Penjajawoc Watershed Citizen Review Panels charter and the proposed revision to expand the membership of the CRP. Membership purposed fifteen instead of twelve to include three representatives from environmental interests, three owners/managers of property in the City and two representatives of non-commercial, city owned property with staggering term of service to carry over, covering member rotation. Clarification of terms for vacancy was outlined. Example would be if there was a resignation mid-term the position would be left vacant until the end of that term, and then returned to the regular cycle. There would be no procedural changes, meetings would still be at least quarterly, an annual report would still be required. CRP existence expected to expire on January 1, 2012. Re-evaluation for the need of the CRP expected for future consideration. 2 There was discussion of including entities such as Bangor Housing Authority and Sprague’s Nursery. Wendy Warren, Chuck Rohman, Andy Hamilton spoke to the Committee about watershed management plans, data monitoring, membership size. Councilor Blanchette suggested the CRP members contact the rest of the Council members. Jim suggested compiling suggestions/comments, revising, and coming back to the Committee. Councilor Wheeler motioned, Councilor Blanchette seconded. Meeting adjourned. 3
