Committee convened at approximately 5:00 p.m.
Regular Agenda
1. Discussion – Harbor Advisory Committee Presentation
Jim Ring explained the Harbor Advisory Committee was currently comprised of
five members including one Council member. These were appointed positions,
rotating on a three year schedule. The City Manager or his designee and the
Harbormaster serve as ex-oficio members.
Over the past several years the City of Brewer had been invited to attend
because both communities share the river and the Harbormaster. It would be a
great opportunity for both sides to be informed of the others activities.
In January there was discussion by the Harbor Advisory Committee to change
the structure by adding a member from Brewer as an ex-oficio member. This
again was discussed in the last meeting with a vote to draft an ordinance.
Councilor Palmer asked why an ex-oficio, non-voting member to which Dan
Cassidy replied that the vote was not as crucial as having a line of
communications being an advantage. Councilor Palmer suggested it be the
Bangor/Brewer Harbor Committee.
Councilor Blanchette was in favor of a joint committee for revenue savings. She
suggested that there be two citizens with interest in boating and water to serve
with full voting rights and to offer discounts on dock rates to both Bangor and
Brewer residents. She also noted the need for small boat access.
Jim Ring stated there were two options: 1) Revise the Ordinance to may appoint
a Brewer member. 2) Revise Ordinance to “joint committee”.

Councilor Gratwick was in favor of second proposal and suggested sending back
to legal for revision, etc.
Councilor Blanchette thought it should be renamed Bangor and Brewer and have
the meetings alternate between the two Cities.
Councilor Palmer motioned for Engineering to approach Steve Bost with Brewer
and report back to the Infrastructure Committee in two weeks and seconded by
Councilor Blanchette.
