The meeting convened at 5:00 p.m.
Agenda
1. Easement Request: Time Warner Cable – Underground Conduit at the Triangular Park at the
Corner of Park Street and Harlow Street
(Council Action and Council Order Attached)
Art explained that Time Warner Cable would be excavating using trenchless boring. This method
would not disturb any items around, such as the flag poles. Councilor Durgin expressed his
preference in the trenchless method.
Councilor Longo made a motion and it was seconded.
It was requested that a stipulation to repair/replace any damaged trees be placed in the
easement.
2. Lease Agreement: Verizon Antenna Replacement and Placement of Six Coax Cables – Bangor
International Airport Water Tank

Art and Cathy explained this was leased space to the cell phone provider and they were asking
for authorization to repair the antenna on the BIA water tank.
It was moved and seconded by Councilor Longo.
3. Review: Bangor Harbor Cruises Contract for 2011 Boating Season
(Council Action and Council Order Attached)
Art informed the Committee of the schedule of two trips per week the Patience expected to run.
The agreement is was for 700.00 docking fee and is the standard previously drawn agreement
that had been used with the Patience. The City Solicitor will review. Councilor Blanchette was in
favor. Councilor Longo noted that he observed that the Patience hadn’t moved much.

Other discussion of the waterfront activities and suggestion provided by Councilor Durgin that the
downtown group work with the Patience to sell the service and was also in favor of the
agreement. Councilor Bronson suggested bring in a competitor and other suggestions included
the Harbormaster talking with Hollywood Slots to generate business from their location.
Councilor Durgin moved and Councilor Bronson seconded.
Councilor Gratwick noted he was in favor. The consensus was this was a very good deal the
Patience.
4. Update: American Cruise Lines
American Cruise Lines would not be running into Bangor this year. Councilor Durgin stated they
were well advertised featuring coastline excursions. He suggested the City contact ACL with
public relations personnel, not with the Interim City Engineer. Cathy stated that Engineering had
done a great job but it should fall on Engineering. Councilor Bronson was supportive and
suspected ACL had discovered patron’s flights out of Portland was the attraction for Portland and
the Old Port. Since Bangor got rid of the historic port and urban renewal there is nothing at the
waterfront. There was a need to connect downtown with the waterfront. Councilor Longo
supported Councilor Bronson’s comment. It was concurred that the docks should be installed.
The meeting was cut off-taping ended at 48 minutes.
