1. Update: Clean Water Act Regulatory Requirement
Art provided a slide presentation and printed handouts Power Point presentation. He provided an
overview of the Federal requirements.
Staff discussed past projects and future projects that were required by the EPA for the long term
program.
2. Recommend: Contract with CH2MHILL to Provide Technical Support Service to Comply with
Clean Water Regulatory Requirements
Cathy stated these would be a priority and planning for it before 2013. The City was making a
good faith effort and would be working with CH2MHILL to start work and stay ahead of the long
term control plan. CH2MHILL could set up a workshop. Councilor Gratwick stated a workshop
would be appropriate. Councilor Hawes noted that a workshop would delay the process and
suggested to move forward. Councilor Durgin was in approval of the contract and asked about
funding availability for FY11 or FY12. They would have to receive Request for Qualifications.
CH2MHILL knows the City’s requirements and how dealings with the federal agencies, as they
had worked with the City on previous projects such as the WWTP. The project manager was
expected to be Bethany Leavitt.
Councilor Bronson moved and Councilor Blanchette seconded the item go to full Council.
Vote: unanimous.
3. Recommend: Public Works Staff to Apply for $25,000.00 Grant for Above Ground Composting
Site

Public Works would like to apply for the $25,000 grant and was proposed to be used on an above
ground composting facility on property the City currently owned on Finson Road. Dana explained
the current process used for disposal of leaves was roto-tilling of 5,000 to 7,000 yards at two
locations. One location had 11 acres on Griffin Road and the other having 6 acres on Finson
Road.

After brief discussion by members of the advantages, Councilor Blanchette moved and it was
seconded.
4. Review Letter to the State Requesting that the State of Maine, DEP Retain Delegate Authority
Over MS4 Permits
Wendy Warren gave overview of the Clean Water Act and read a letter to be sent to
Commissioner Brown requesting to retain delegated authority.
Councilor Blanchette requested the letter be shortened. Councilor Durgin suggested the letter
have a more positive tone. Councilor Bronson support the concept. And noted the State should
reclassify and indentify more appropriately.
Art stated a process that a municipality could use, attainability analysis, but not necessarily a
good time.
Councilor Gratwick requested it be brought back as a separate item. Wendy concurred.
