Sewer Abatement Request: 318 Grove Street 2. Sewer Abatement Request: 120 Park Street Councilor Blanchette opened the meeting. Agenda items number one and two were moved by Councilor Gratwick and seconded by Councilor Baldacci with no further discussion. 3. Grant Application – Transportation Enhancement Grants (TE) Dana Wardwell, Director of Public Works explained the City was hoping to apply for the Transportation Enhancement Grant and identified eight locations for pedestrian crosswalks, sidewalks, and bicycle trails in the application. a. Union Street from Godfrey to Vermont – Sidewalk b. Union Street from Griffin to Telecom – Sidewalk c. Downeast School on Finson Road from Blue Hill East to Davis Road - Sidewalk d. Downeast School on Downeast Circle from Dirigo Drive to Davis Road – Sidewalks providing access to the community center e. Kittredge Road at the abandoned right-of-way (when Hogan was extended) – Pedestrian/bicycle trail for access to the City Forest f. Hogan Road from Stillwater to Springer Drive - Sidewalk g. Downtown crosswalks – Crosswalks constructed of brick on concrete on Harlow Street, State Street, and Central Street (same materials as used on Railroad Street). To include handicap and pedestrian signals h. Trail V – Pedestrian/bicycle trail from Sylvan Road to Cascade Park He also noted that in the Downeast School area (items “c” & “d”) may qualify for the “Safe Route to Schools” program, if that were the case then the City would not have to provide the 20% match he had listed. Councilor Baldacci asked if this list was in order of priority. Dana responded it was close to priority and this would be discussed in the FY14 budget talks. 1 Councilor Baldacci moved to approve the submission of the applications as outlined in Dana’s memo. Councilor Sprague seconded. There was continued discussion with Councilor Weston thanked Dana for pursuing grant funding and asked if the two Downeast projects qualified for CDBG grants, would there be other areas that may benefit more from this grant being applied for. And asked what distance requirement from the school was in order to qualify for the “Safe Route to School” program. Dana responded that his list was based on requests from the public. The grants could only be used on new construction. He responded the requirements for the program were within two miles of the school. He also noted that the other requirement associated with the grants was that the City would provide the maintenance. Councilor Gratwick asked if about the width requirements. Could they do longer and narrow as opposed to shorter and wider and asked Dana to think on it. Dana stated the eight foot wide pedestrian/bicycle path, or combo path was preferred and six foot wide sidewalk was desirable for plowing. Councilor Longo asked about the area where EMCC students use the Sylvan Road culvert to cross to the Bangor Mall area and other retail establishments to go to work. Dana explained that Trail V should help with that. Councilor Blanchette said the in the Downeast area schools were targeted for the “Safe Routes to School” program because there were no ways for kids to walk from the school to the community. Votes: Unanimous Motion made and seconded to adjourn at approximately 6:22 p.m. 2
