1. Ordinance Amendment: Chapter 252, of the Code of the City of Bangor, Sewers and Drains §252-
8, Sewer Extensions
Art Morgan explained the current ordinance for sewer extension requires approval from the Council.
The proposed amendment would allow for the City Engineer to approve sewer extensions. There would
still be continued coordination with Community Development, the Wastewater Treatment Plant, and
compliance with the Comprehensive Plan. This would provide a time savings in the process for the
developer. There was some discussion of the level of capacity that the system could hold.
Councilor Sprague moved and Councilor Civiello seconded to recommend to full Council.
Vote: Unanimous
2. Discussion: Recycling/Zero Sort Program
Dana provided a brief overview of the current recycling process that was implemented in the 1980’s. He
noted single stream recycling would allow for approximately nineteen items as opposed to the current
five items and there would be no sorting. He noted there was revenue generated from the current
process and with single stream there wasn’t much option for revenue.
The Committee requested Staff look at the single stream option without the pay-per-bag component in
conjunction with it, along with a request of the cost, and implications. The Committee’s wished to avoid
the public paying for the process.
Josh Plourde of Fern Street offered two press releases and a Casella brochure on the types of items that
could be sorted. He suggested working with other communities for their system of recycling under the
single stream system. Josh was strongly supportive of this program and stated it would be more costly
but would offer a great service.

Dana note there was an approval in the FY12 budget for a new truck, urged the City’s recycle truck was
on its last leg and it would take about six to eight months to order a new one. His concern was about the
timeline for this moving forward, as last time it took a year and a half.
This item would come back in two weeks.
A motion to adjourned was made and seconded at approximately 5:35.
