Enacting a Moratorium on Quarries REMOVED FROM THIS AGENDA AT THE REQUEST OF ANOTHER COMMITTEE-PER COUNCILOR GALLANT. 2. Establishment of Sewer Connection Fee Brad stated this topic had come before the Committee previously discussing the rationale and also mentioned some members wanted to be sure there was involvement by Community Development. Brad had been working with Rosie from Community Development and with the Engineering Department. As outlined, the fee is figured at $1.06 per gallon. The example if a residence uses 270 gallons per day the rate would be $286.20. Further calculations for other establishments are listed on the memo. A comparison with other municipalities in the region showed Bangor to be in reason and competitive, while locations such as Veazie charged $1,500.00 for a connection. Brad also offered a sewer connection fee schedule for various establishments. Councilor Durgin suggested when one was connecting, perhaps the City could allow for proof to be provided that they don’t use as much as anticipated by the state plumbing guidelines. Councilor Gallant and Councilor Nealley felt the fee per gallon charge was a bit low and suggested there be a line item in the budget for this. Cathy assured that there would be a dedicated line item. Councilor Longo joined and expressed concern that if implemented would potentially deter developers and companies to do business here. Cathy explained this was enabling creation of a business plan for those businesses interested; that they would see Bangor has a plan as well. Councilor Gallant felt this was part of the cost of doing business. Councilor Nealley suggested the Committee find a number to increase and move forward. Councilor Civiello informed the Committee she was comfortable with what Staff had come up with concurrence by Councilor Sprague, as well as Councilor Durgin, who also stated the formula made sense and could revisit it later, if necessary. It was moved and seconded to adopt Staff recommendation. Vote: Unanimous Motion made to adjourn, moved and seconded at approximately 5:34 p.m. 1
