5. Execution of Agreement with MDOT, Main Street Safety Improvements, WIN 018448.00
Art Morgan stated this project was for the installation of a median for pedestrian safety on Main Street
from Dutton Street to Cedar Street and a sidewalk improvement on Main Street from Dutton Street to
Railroad Street. Project cost 1.2 million with the City contributing a 20% match. Construction anticipated
for 2014 and to be done in conjunction with a Bangor Water District’s project.
Council Sprague moved and Council Nealley seconded.

6. Execution of Agreement with MDOT, Main Street Resurfacing, WIN 020392.00
Art noted this project would resurface a portion of Main Street from Cedar Street to Patten Street. Project
cost $432,058.00 with the City’s portion being 10% match.

7. Execution of Agreement with MDOT, Union Street Resurfacing Improvements, WIN 020393.00
Art noted this project is for resurfacing Union Street from Main Street to Hammond Street, and a traffic
island in front of Rite Aid. Project cost is $386,361.00 with the City’s portion being 10%. Councilor
Baldacci concerned about sewer repairs being complete before this project starts.
Moved and seconded.

8. Execution of Agreement with MDOT, Ohio/Hammond Intersection Improvements, WIN 020574.00
Art noted this project was for a signal upgrade and pedestrian safety improvements at the intersection of
Ohio Street and Hammond Street. Project cost is $282,351.00 with the City’s portion being 10%
Councilor Sprague expressed the need for a well designed crosswalk in this area and Councilor Gallant
stated it was a dangerous area with need to improve the intersection.
Moved and seconded.

9. Street Acceptance: Portion of Dutton Street
Art explained this portion of Dutton Street had been previously discontinued, as it was no longer needed.
Now, with the new Cross Insurance Center, there now was interest in developing across from the Center
with 100 foot of frontage being necessary to proceed.
Councilor Baldacci moved and Councilor Sprague seconded.
Vote: Unanimous
Councilor Durgin was concerned about the traffic flow and control behind the Cross Insurance Center.
There was Council interest in this being brought to the next meeting.
10. Update: Broadway Traffic Study
Art explained it would be best to pursue, in terms of funding, the study as a BACTS project. The study
would include the synchronization of lights, access control, and road width. Broadway is the most
traveled in Bangor with 24,000 Average Annual Daily Trips (AADT). Art responded that the list of studies
was anticipated to be finalized in January, this was in response to Councilor Baldacci’s inquiry of timeline.
The study would take approximately six months, and at that point would be brought back for
authorization from the Council to proceed. Cathy Conlow informed the Committee that the access
management portion would take time to complete and stated the study was laying a foundation for a
compelling case. Councilor Nealley suggested Kenduskeag Avenue and Essex Street be evaluated for
impacts due to both being alternate parallel routes to Broadway. Councilor Blanchette and Councilor
Durgin would like to be certain the area of Broadway to also focus on be near Bangor High School and St.

Joseph’s Healthcare. There was Council request to expedite the study and Art explained that the sync
study would cost $10,000.00 a light, totaling $80,000.00 just for that portion of the study. Councilor
Gallant expressed that Broadway would have continued expansion and requested to look at the extended
projections as well. Councilor Nealley was concerned about the rate of speed on Broadway in relation to
the commerce and suggested staggering lights, not synchronize them to slow traffic down. Staff
requested moving forward with funding options and an update at the next meeting. The area in front of
Judson Heights was also of concern with the rate of speed being 35 mph, but changing that would
require State approval. Councilor Blanchette would like to have speed limits included in the study.
Caution was suggested by Councilor Gallant about slowing the traffic and Councilor Durgin concurred.
