Infrastructure Committee Minutes NOVEMBER 25, 2014 ATTENDEES Councilors: Gibran Graham Sean Faircloth Joshua Plourde Nelson Durgin Patricia Blanchette Pauline Civiello Staff: Deborah Cyr John Theriault Others: Agenda 1.Discussion:EnergyAudits Thepurposeofthisevening’sdiscussionwouldbetodetermineiftherewasconsensustodirect CitystafftocraftandissueaRequestforProposals(RFP)forservicestoconductanenergy auditonCityownedproperties.Anenergyauditwaspreviouslycompletedin2006/2007,but significanttechnologicaladvanceshavetakenplaceandpricesforefficiencyupgradeshave droppedsincethattime.DebCyrwaspresenttoprovidebackgroundinformationontheprior energyauditthatwasconductedin2007,aswellastoshedlightonhowtheRFPcouldbe approached. Background Energyauditsareaprofessionalservicetodeterminewhereandhowenergyisusedwithina facility.Theaudititselfdoesnotspecificallyfixareasofinefficiency,butrather,identifiesthe areasandproposesthemost‘bangforbuck’solutionstoreduceenergyconsumptionandcut costs. Costsassociatedwithutilitiesrepresentasignificantportionofthebudget.Utilitiesare arguablytheonlyportionofthebudgetwheretechnologyreadilyexiststoreducecostswithout reducingservices. Whatwillthiscost? Ifconsensusexisted,CitystaffwouldestablishaRFP,whichdidnotcostanythingtoissue.As theRFPwasnonbindingfromtheCity’sperspective,theCouncilwouldhavetheoption whethertoformalizeanyagreementsproposedinresponses.ResponsestotheRFPwould includecostrelatedinformation,atwhichpoint,theCouncilcoulddecidewhethertotake action. 1 Similarly,oncetheenergyauditwasconductedandthefinalreportissued,theCouncilwould thenhavetheopportunitytodecidewhetherornottotakeactiononenergyefficiencyrelated recommendationsprovided. Whatwilltheenergyauditsuggestforsolutions? It’slikelythattheWastewaterTreatmentPlantandtheAirportpresentthegreatestareasfor improvementintherealmofreducingenergyconsumption.Generallyspeaking,solutions involveupgradestolighting,heating,orcoolingsystems.Duetorecentadvances,manyof theseupgradescanbemadewithsignificantcostsavingsseenovera5to10yearperiod.Once anenergyauditisconducted,theCitywillbeeligibletotakeadvantageofanyincentives availablethroughEfficiencyMaine’sbusinessprogram,whichmighthelpdrivewhichenergy solutionsmakethemostsenseforBangor. Whatactionneedstobetakentoday? ThiscommitteemustdetermineifconsensusexiststodirectstafftodrafttheRFP. Vote:Unanimous 2.MDOTExecuteAgreement–WIN018577.00,ImprovementtotheIntersectionofHarlow& Cumberland ThisorderwouldauthorizetheCityManagertoexecuteaLocalProjectAgreementwiththe MaineDepartmentofTransportationfordesignandconstructionworktoinstalltraffic detectionequipmentandpedestriancountdownsignalsattheintersectionofHarlowStreet andCumberlandStreet. andstatefundsinanamount TheMaineDepartmentofTransportationhasapprovedfederal nottoexceed$69,250.00whichincludesaFederalshareof$55,400.00or80%ofconstruction costs,Stateshareof$6,925.00or10%ofconstructioncosts,andaCityshareoffundingof Citywouldneedtoenter $6,925.00or10%ofconstructioncosts.Aspartofthatproject,the intoalocalprojectagreementwiththeMaineDepartmentofTransportation. Vote:Unanimous 3.MDOTExecuteAgreement–WIN018578.00,HammondStreetResurfacing ThisorderwouldauthorizetheCityManagertoexecuteaLocalProjectAgreementwiththe MaineDepartmentofTransportationformillandfilltreatmentwithdrainageworkandgranite curbreplacementonpartofHammondStreet,beginningatUnionStreetandextending easterly0.12ofamiletoOhioSt. TheMaineDepartmentofTransportationhasapprovedfederalandstatefundsinanamount nottoexceed$256,796.00whichincludesaFederalshareof$205,436.80or80%of constructioncostsandaStateshareoffundingof$25,679.60or10%ofconstructioncostsor $25,679.60or10%ofconstructioncosts.Aspartofthatproject,theCitywouldneedtoenter intoalocalprojectagreementwiththeMaineDepartmentofTransportation. Vote:Unanimous 2 4.MDOTExecuteAgreement–WIN018579.00,ImprovementstotheIntersectionof Griffin/Burleigh/Broadway ThisorderwouldauthorizetheCityManagertoexecuteaLocalProjectAgreementwiththe MaineDepartmentofTransportationfordesignandconstructionworktoinstallvideo detectionequipmentandrealignthetrafficsignalheadsattheintersectionofGriffinRoad, BurleighRoad,andBroadway. TheMaineDepartmentofTransportationhasapprovedfederalandstatefundsinanamount nottoexceed$34,450.00whichincludesaFederalshareof$27,560.00or80%ofconstruction costsandaStateshareoffundingof$3,445.00or10%ofconstructioncostsor$3,445.00or 10%ofconstructioncosts.Aspartofthatproject,theCitywouldneedtoenterintoalocal projectagreementwiththeMaineDepartmentofTransportationwhichhavebeenreviewed andrecommendedforapprovalbytheInfrastructureCommitteeatitsNovember25,2014 meeting. Vote:Unanimous 5.MDOTExecuteAgreement–WIN020401.00,PreliminaryEngineeringforResurfacingPortion ofBroadway ThisorderwouldauthorizetheCityManagertoexecuteaLocalProjectAgreementwiththe MaineDepartmentofTransportationforpreliminaryengineeringworkforaresurfacingofa portionofBroadway,starting0.04milesouthoftheentranceroadtoPeople’sUnitedBank 2.60miles. (nearHussonAvenue)andcontinuingnortherlyfor TheMaineDepartmentofTransportationhasapprovedfederalandstatefundsinanamount nottoexceed$22,000.00whichincludesaFederalshareof$17,600.00or80%ofconstruction costsandaStateshareoffundingof$4,400.00or20%ofconstructioncosts.Aspartofthat CitywouldneedtoenterintoalocalprojectagreementwiththeMaine project,the DepartmentofTransportation. Vote:Unanimous 6.MDOTExecuteAgreement–WIN018597.00,TheBangorExit186IntersectionStudy ThisorderwouldauthorizetheCityManagertoexecuteaCooperativeAgreementwiththe MaineDepartmentofTransportationforanalyzingthefeasibilityofliftingtheprohibitionofleft turnsfromI95Exit186ontoStillwaterAvenueanddevelopingrecommendationsforthe intersectionofExit186andStillwaterAvenue.TheStatehasoutlinedthefollowingproposed projectscheduletasks: 1.Kickoff,December2014 2.ReviewAvailableData,December2014 3.InitialPublicInput,January2015 4.AssessmentCurrent&Future,January2015 5.Development&Recommendations,February–March2015 3 6.PublicFeedback,April2015 7.InteragencyMeetingPresentation,May2015 8.FinalReport,June2015 TheMaineDepartmentofTransportationhasapprovedfederalandstatefundsinanamount nottoexceed$15,000.00,whichincludesaFederalshareof$6,000.00or40%ofcosts,State shareof$1,500.00or10%ofcosts,andaCityshareoffundingof$7,500.00or50%ofcosts.As partofthatproject,theCitywouldneedtoenterintoaCooperativeAgreementwiththeMaine DepartmentofTransportation. Vote:Unanimous 7.Discontinuance:FirstStreetExtension FirstStreetinBangorcurrentlyendswhereitmeetsDavisCourt.TheCityownsarightofway foranother120feetbeyondDavisCourt.ThisrightofwaywasacceptedbytheCityin1890, buthasneverbeenusedorbuilt. Staffproposeddiscontinuingthisunusedandunnecessaryrightofway.Bystatute,therightof waywouldreverttotheabuttersoneitherside. StaffaskedthattheCommitteerecommenddiscontinuingFirstStreetExtensiontotheCity Council.DiscontinuancewillrequiretwoCouncilOrders,thefirstdirectingstafftobeginthe discontinuanceprocessandnotifyneighbors,thesecondacceptingthereportoftheCity EngineeranddiscontinuingtherightofwayandremovingitfromtheofficialCitymap.
