1. Broadway Corridor Study

Dana explained BACTS put out a Request for Proposal (RFP), for August 8, to do a study of the
Broadway corridor from Center to Grandview. The study includes signals, flow, and access
management. The advisory committee would include four resident members and four businesses.
Applications would be on the website for those interested in participating. The committee duration
was expected to be for a six month timeframe. Committee members suggested involving St. Joseph
Hospital, establishments from both left and right sides of the street, and folks who travel from more
rural locations.
No action necessary, informational only.
2. Discussion: Installation of Water Fountains on the Waterfront
Bangor Greendrinks would be contributing $1,000 to install two drinking fountains on the waterfront in
locations where meters and backflow were already in place. Members of Bangor Greendrinks noted
upon board approval they would increase the contribution to $2,000.
Currently, no location had been decided and prices for fountains have been researched. Dana suggest
that perhaps Bangor Greendrinks could purchase the fountains and the City would install. Tracy

Willette explained that Parks and Recreation would maintain and winterize. Cathy addressed the
concern for the overall long term for the vision of waterfront plan and where the fountains would be
located.
Councilor Plourde suggested the City move forward. Councilor Blanchette suggested over-bowl mesh
covering the fountains for sanitary purposes. Tracy stated, there is surveillance on the waterfront to
impede vandalism and also, Parks and Recreation would work with Bangor Greendrinks and they would
come back with more details.
Majority in favor, Councilor Graham nay.
3. Approval: FOG Program Enforcement Response Plan
Brad outlined his memo on the Fats, Oil, and Grease Program which is designed to minimize grease
build-up in the City’s sewer system from commercial sources, especially from the food service industry.
He provided a packet entitled “Guidance for Food Service Establishments Grease Control Systems”,
“Fats, Oil, and Grease Best management Practices Manual” and the FOG Grant Program to be
submitted to Maine DEP. An educational outreach effort is in place to help establishment come into
compliance and is offered by Code Department and the Waste Water Treatment Plant.
Vote: Unanimous
4. Agreement with MDOT, Local Project – WIN 022693.00, Pedestrian Safety Improvements on Hogan
Road
Dana stated the agreement was for pedestrian safety along Hogan Road, from Bangor Mall Boulevard
to Stillwater on McDonald’s side of the road. Funds for the project were appropriated a year ago.
There was no further discussion.
Vote: Councilor Durgin moved, Councilor Graham seconded.
