Juliewouldliketoseeaboulevardatmosphere,wideningoftheesplanadesandeliminateraised islands.CouncilorNealleystatedthemajorityofbusinessesdidnotwantraisedbedsandsuggestedto consideralloptionssuchassuicidelanes,widensidewalksandhavesidewalksonbothsides,reduce beyondthe23%alreadyproposed.CouncilorGrahamrequestedagraphicoftheERADawsonarea. DaveSleeper,468MainStreetstateditwasgoodthewayitis.MikeGeggar,461MainStreetstated hewasassuredturnsbothwaysoutofhisbusinessanditwasfinewithhim.SkipBlack,124Larkin, stateditwasgoodandwiththecrosswalkinfrontofSeasons.CouncilorCivielloconcernwithadding raisedislands,addingmorecostsformaintenance.Danarespondedwithsnowremoval,passoneach sidewithblowerandroundoftrucksapproximatelyhour,hourandahalf.Usingahybridgrassthat doesn’tgroworusingstampedorcoloredpavement/concretewithplantingbedsforthetrees. CouncilorBaldaccinotedthelighting.CedartoBuckinstall3040decorativelightssimilartotheCross InsuranceCenter,undergroundinstallationmostlyontheriversideofthestreet.Ifenoughfundingto installsomeonthe“businessside”ofMainStreet.CouncilorNealleyconcernedabouttreesonthe islands,hopingmorelikeashrubthanatreeforvisibilitytoreduceobstructionsandobscuringviews. 1 Danaexplainthiswaspreliminarydesignsandcostsgeneratedtofallwithinthebudget.Theywould submittotheStateforapprovalandgoouttobidinJune,startofprojectanticipatedinAugust. Committeerecommendsmovingaheadwithconceptualplanwithamajorityvote. 2.Discussion:CrossInsuranceCenterTrafficManagement th DanaoutlinedthetrafficmanagementplanworkingfromcommentsandsuggestionsfromMarch6 Committeemeeting.Heexplainedthepublic’sneedtoforareasonableexpectationwhendropping offorpickingupofthirtyminutes.Heexplaineditwouldbeunreasonablefor1,500vehiclestoarrive foranevent,expectingtoleaveatthesametimeandexpectnotrafficdelay. Thefollowingaretobeconsidered: 1.Reasonableexpectationtohaveathirtyminutedelaywhenarrivinganddeparting. 2.Communicationwiththepubliccomeearlyandplantostayalittlelate. 3.Bettersignagetotheirparkingdestination. 4.MotoristsonMainStreet,notattending,shouldbeabletomaneuvertrafficwith minimaldelay. 5.LocaltrafficonBuckStreet,thosenotneedingtouseBuckStreetshouldseekalternate route. 6.LocaltrafficneedingtouseBuckbetweenMainStreetandtheupperentrancewill experiencedelays. DanaprovidedamapoftheCrossInsuranceCenterindicatingwheresignagewouldexpecttobe postedandindicatedthehopethatitwouldaccomplishthefollowing: 1.UtilizereversinglanesonBuckStreet,aslaidoutintheMDOTTrafficMovementPermit. 2.Changetrafficflowfromregulardailyuse,aslittleaspossible.Theexceptionwouldbe BuckStreetonewaybeforetheevent. makingtheupperentrancefrom 3.BeforeaneventtopromoteBassParkBoulevardasadropoffarea,onlyencouraging hoteltraffictoutilizeBuckStreetintoparkingareas. 4.Betteradvertisetheparkinggaragewhenavailableandgiveadvancedwarningwhenfull laneuseoralternateparkingalternatives. toallowforproper 5.BetteradvertiseCrossInsuranceparkinglotisfull. 6.Designatethesoutheasterlyportionofthetrianglenearthenorthwestentranceasa dropoffarea,withnounattendedvehiclesallowed.Thisareawouldbeonewayonly accessiblefromBassParkBoulevard. 7.Minimizeconeandbarricadeuse,leavingallentrancesopenifpossible. 8.Minimizeflaggers,utilizingpersonneltodirecttrafficintoparkingspots. 9.InstallredXandgreenarrowsabovealllanesinthereversinglaneareas. Thecostsforimplementationandsignage: 1.PublicWorksfabricatesigns(materialonly)$2,400.00 2.Install8redX/greenarrowsigns$16,000 3.Install6overheadelectronicsignboards$66,000 Total$84,400 2 AnticipatedfundingsourceforsignagebyPublicWorkswouldcomefromtheFY14budgetandthe remainderwouldbeabovecurrentinupcomingFY15budget. JakeCrumbconcurredthatthirtyminuteswouldbeareasonabletakingallvariablesinto consideration. SkipBlack,Bangorresidenthadbeengoingtothatsitesince1954,thisyearwastheworsthe’sseen. Openallfouraccessgoinginfortheevent,thenreversetoleteventgoersout.Statedhetalkedwith theChiefofPoliceandheagreed.HealsosuggestedusingtheBangorDailyNewsparking.Councilor CivielloaskedaboutasidewalkonBuckStreet,DanagoodareaandCathystatedlookingat.Theyalso lefttheareaonBuckStreetnearthehorsebarnatwowaytrafficpattern.CouncilorBaldacciasked aboutentranceonto395,DanastateditwouldbethroughMDOTandcouldtakeseventotenyearsto makehappen. 3.Update:UnionStreetOverpassProject Utilitiesarebeingworkedbeforetheprojectstarts.They’vebegunthedetourroadtoTexasAvenue, threeweeksbeforeUnionisrestrictedtotwolanesandclosetheadjoiningstreets.Meetingwith HughesManagementandMDOTat1:00Friday,and3:00onFridaywithBangorHousingandresidents onAutumnWest.CouncilorBaldacciaskedaboutpostingonwebsite.AndMDOTcontactnumbersbe postedwithit.OnFridayafternoonDanawouldbesendingoutatrafficalertofalltheprojects affectingtheroadways.Onwebsiteandchannel,andcitizenscouldsignupforemailalerts.Councilor Civielloaskedaboutpublicserviceannouncementsonthenetworks.Theseplanswillbeposted. 4.Update:BangorWaterDistrictQuarterlyUpdate CathyMoriarty,GeneralManager,RickFornier,RobertSypitkowski, Cathystatedtherewerenoplanstoincreaseratesin2014.ThelastrateincreasewasinJuly2011. th ConstructionofnewUVfacilitycompletedlastAugust.OpenhouseforMay9,invitingschoolgroups toshowcasethefacility.Focusonreducingleadcorrosion.Thesourceofleaddoesnotcomefrom Flood’sPond,butcomesfromfixturesandfaucetsinhomes,tominimizelead,Congressenactedthe ReductionandLeadDrinkingWaterAct,whenpurchasingplumbingitcannotexceed.25%oflead.
