1. Update: Upcoming Engineering Projects
John Theriault provided the Committee with a two page hand-out of upcoming projects. First page
represented the following Engineering projects:
Main Street-combined sewer, water, and paving.
Hogan/Stillwater Avenue right turn clean-up work.
Broadway from Husson Avenue to Pushaw paving.
Broadway from Stillwater to Center Street paving.
Union Street from Hammond Street to Short Street paving.
Hammond from Union Street to Ohio Street paving.
Ohio Street/Hammond Street intersection improvements.
Odlin Road force main sewer project, to be done prior to MDOT paving project.
Davis Court and First Street sewer.
Middle Street and Cross Street sewer.
Councilor Nealley expressed concern for the work to be performed at night.
On the second page of the hand-out represented Public Works Department paving list of streets and
sidewalks. The list reflected the paving projects that were a carry-over from the previous paving
season.
There was some discussion on the 850,000.00 budget and the locations that needed paving. The
Committee was informed that in the New Capehart area paving would be done after the sewer project
was completed.
Vote: No action necessary, informational only.

2. Amendment Schedule XVI, One-Way Streets, Clinton Street
Outline of the request: Clinton Street is thirty-seven foot wide and forty foot wide street that runs
between Hammond Street and Union Street. There has been recent interest in converting this two-way
street to a one-way. Direction of travel would be one-way from Hammond Street easterly to Union
Street.
John explained to the Committee the plans for improvements to the intersection adjacent to Clinton
Street. In advance of Maine Department of Transportation intersection improvements, it would be an
opportune time to change Clinton Street to one-way which would provide benefits, such as reducing
the number of legs into the intersection, reducing accidents, providing for efficiency and safety.
There was discussion of the details and impacts associated with the conversion and the upcoming
MDOT projects. Upon Committee request, there would be outreach to businesses that may be
impacted by the change.
Staff recommended the request to add Clinton Street to Schedule XVI, One-Way Streets, as referenced
in Article II, Section 291-28 of the Code of Ordinances.
Vote: Moved by Councilor Civiello, seconded by Councilor Blanchette to refer to full Council.
Yes: Councilor Blanchette, Counclor Civiello, Councilor Faircloth
No: Councilor Graham
