At his nation, I have drafted the matched Council Order to estabfish such a committee. The Municipal Operations Committee has reviewed the draft of the proposed committee someone. Asa result of that discussion, one change has been made. It now specifically includes within the proposed membership thepossibility ofappointinB ora ormore consumers ofmmml health services. Withthis change, the Committee recommends your approval ofthis Special Commerce. The Special Comrnitiee on Memel Health Services is hereby created. 2. The purpose of this Committee dull be: (a) To gather information on the current mental health service system M OUT community to include information on: 1. Existing send projected need for such services; 2. The cumat services which are provided and the ability of the current system to meet current and projected needs; 3. The extent to which the current system is meeting the need, the adequacy and timeliness of the provision of services; and the reasons for which individuals nu need of services are unable or unwilling to access the system; 4. Any other information relating to the mental health services system which the Comanmea feels may be useful to its work (b) To monitor and participate in the proposed planning process of the State Department ofMenml Health and Mental Retardation; (c) To develop recommendations to be presented to the City Council regarding: 1. Actions the Council may take to address issue of cement regarding mental health services; 2. Actiocethe Council may take which may affect the planning process of the State Department of Mental Health and Manuel Retardation; 3. Legislative proposals to be addressed to the Maine State Legislature regarding mental health services; (d) To periodically report to me City Council on Committee activities and efforts. 3. The Committee shall be composed of no less than ten and no more than fourteen members. The members shall be appointed by the Chair of the City Council and shall relmseat the mHowiug: (a) Two members of the Bangor City Council; (b) Three ra3msemativea oflXpamvem; of the City of Bangor which providq directly or indirectly, services to individuals with mental health needs; (c) Arepresemative of the State Department of Mental Health and Manual Retardation (d) Tip an rtvomembers ofr3mgonState Legislative Delegation (e) Upmsix members representing agencies ororganizations meds, which provide services to or with an for those with mental hearth nerds, other organizations with an interest in mental health services, consumers of mental health services, or the public at large.
