Four sewer liens on property located at 106 Walter Street assessed
against Richard Higgins a Barbara Monroe Higgins were .recorded i
July, 1994. Recently, the outstanding sewer charges in the amount
of $980.35 were paid. In addition, the 1997 and 1998 real estate
taxes in the amount of $1,239.46 were paid. Because the sewer
liens had matured. Council approval is necessary to release the
City's interest in the property.
There are no existing code violations with the property
The Finance Committee recommended approval at its meeting held on
May 18th.

TORT Ronald 1. Heller, Finance Director, is hereby
authorized, on behalf of the City of Bangor, to execute a Municipal
Quitclaim Deed releasing any interest the City may have in the real
estate located at 106 Walter Street in said Bangor by virtue of
matured municipal sewer charge liens recorded in Book 5680, Pages
207, 208, 209 and 210, Penobscot Registry of Deeds. Said deed
shall be directed to Richard E. Higgins, a copy of which is
attached hereto.

The CITY OF BANGOR, a municipal corporation located in
Bangor, Penobscot County, Maine, as Grantor, for consideration
paid, releases to RICHARD E. HIGGINS, of Bangor, Penobscot County,
Maine, as Grantee, a certain lot or parcel of land with the
buildings thereon, situate in the City of Bangor, Penobscot County,
Maine, more particularly described as follows, viz:
Real estate located at 106 Walter Street in said
Bangor, and further described in a deed recorded
In volume 4335, Page 287, Penobscot Registry of
Deeds. Reference may also be had to an Abstract
of Divorce Decree between Richard E. Higgins and
Barbara J. Monroe -Higgins, dated February 27,
1996 and recorded in said Registry of Deeds in
Book 6059, Page 5. Designated further in City
records as Assessor's Map 24, Lot 123, real
estate account number 48414.
Any and all other rights, easements, privileges
and appurtenances belonging to the granted
estate are hereby conveyed.
The purpose of this deed is to release to the Grantee any
interest the Grantor may have in the above described property by
virtue of real estate tax liens assessed against Richard E. Higgins
and Barbara J. Monroe and recorded in Book 5680, Pages 207, 208,
209 and 210, Penobscot Registry of Deeds. All public easements or
other public interests in the described premises for roads, sewers,
or other purposes are expressly reserved. _
The said CITY OF BANGOR has caused this instrument to be
sealed with its corporate seal, and signed in its corporate name by
RONALD I. HELLER, Finance Director, thereunto duly authorized, this
day of May, 1998.
