1. Sewer Abatement Quarterly Report
Andy Rudzinski provided a summary of the Sewer Abatement Report.

2. MDOT Agreement: Overweight Construction Vehicles – Interstate 395 Project, Odlin Road to
Route 1A, #022644.00
Requested is a routine action that would allow overweight construction vehicles on City streets in
conjunction with MaineDOT’s Interstate 395 pavement milling and overlay project. The project
begins at the I-395/Odlin Road Intersection and extends along I-395 for 5.02 miles to Route 1A in
Brewer. The work will include the eastbound and westbound travel lanes and the on and off
ramps. The contractor will be required to repair any resultant damage to City streets.

3. MDOT Agreement: Finson Road Sidewalk, WIN #21661.00
A request to authorize the City Manager to execute a Local Project Agreement with the Maine
Department of Transportation for design and construction of a sidewalk on Finson Road for 0.38
miles, beginning at Davis Road and ending 0.04 of a mile south of Blue Hill East.
The Maine Department of Transportation has approved funds in an amount not to exceed
$151,000.00. The total State/Federal share of 80% is equal to $120,800.00, and the Municipality
share of 20% is equal to $30,200.00. As a condition of this funding, the City is required to enter
into a Local Project Agreement with the Maine Department of Transportation.

4. MDOT Agreement: Ohio Street and Fourteenth Street Intersection Improvements, WIN
#20895.00
A request to authorize the City Manager to execute a Local Project Agreement with the Maine
Department of Transportation for the design of the replacement of traffic signals, installation of
pedestrian signals, rehabilitation of sidewalks and sidewalk ramps, and adjustment of the turning
radius at the intersection of Ohio Street and Fourteenth Street.
The Maine Department of Transportation has approved funds in an amount not to exceed
$15,000.00. The total State/Federal share of 90% is equal to $13,500.00, and the Municipality
share of 10% is equal to $1,500.00. As a condition of this funding, the City is required to enter into
a Local Project Agreement with the Maine Department of Transportation.

5. MDOT Agreement: Union Street and Fourteenth Street Intersection Improvements, WIN
#20896.00
A request to authorize the City Manager to execute a Local Project Agreement with the Maine
Department of Transportation for replacement of traffic signals at the intersection of Union Street
(Route 222) and Fourteenth Street and construction of a right-turn lane from Fourteenth Street
onto Union Street.
The Maine Department of Transportation has approved funds in an amount not to exceed
$240,865.00. The total State/Federal share of 90% is equal to $216,778.50, and the Municipality
share of 10% is equal to $24,086.50. As a condition of this funding, the City is required to enter
into a Local Project Agreement with the Maine Department of Transportation.

6. MDOT Agreement: Maine Avenue Resurfacing, WIN #20857.00
A request to authorize the City Manager to execute a Local Project Agreement with the Maine
Department of Transportation for resurfacing of 0.4 mile of Maine Avenue from Venture Way to
Hammond Street.
The Maine Department of Transportation has approved funds in an amount not to exceed
$577,410.00. The total State/Federal share of 90% is equal to $519,669.00, and the Municipality
share of 10% is equal to $57,741.00. As a condition of this funding, the City is required to enter
into a Local Project Agreement with the Maine Department of Transportation.

7. MDOT Agreement: Maine Avenue Resurfacing, WIN #20856.00
A request to would authorize the City Manager to execute a Local Project Agreement with the
Maine Department of Transportation for resurfacing of 0.57 mile of Maine Avenue from Johnson
Street to Venture Way.
The Maine Department of Transportation has approved funds in an amount not to exceed
$657,828.00. The total State/Federal share of 90% is equal to $592,045.20, and the Municipality
share of 10% is equal to $65,782.80. As a condition of this funding, the City is required to enter
into a Local Project Agreement with the Maine Department of Transportation.

8. MDOT Agreement: Penobscot River Walk Improvements, WIN #21767.00
A request to authorize the City Manager to execute a Local Project Agreement with the Maine
Department of Transportation for design, right-of-way, construction, and construction engineering
for a reconstruction of 750 feet of waterfront sidewalk behind the Sea Dog restaurant, and
construction of a new sidewalk for 180 feet along Front Street.
The Maine Department of Transportation has approved funds in an amount not to exceed
$261,630.00. The total State/Federal share of 80% is equal to $209,304.00, and the Municipality
share of 20% is equal to $52,326.00. As a condition of this funding, the City is required to enter
into a Local Project Agreement with the Maine Department of Transportation.

9. Basement Sump Pump Informational Mailing
John Theriault, Andy Rudzinski, and Dana Wardwell provided information and answers regarding the
following program:
The City of Bangor is initiating a program to locate existing basement sump pumps and foundation
drains that are improperly connected to the City’s sanitary sewer. These improper connections add
groundwater and stormwater flows to the waste water collection system even though these flows do
not require treatment at the plant.
As part of the City’s efforts to reduce inflows into the sewer system and reduce the occurrences of
combined sewer overflows (CSOs), the City is providing a mailing to all city sewer customers to request
that the residents provide information on if they have a sump pump (or basement drain) and where
that sump pump is connected.
The City will use the provided information when evaluating proposed improvement projects along the
sewer collection system and determine if and where sump pumps connection can be modified to
eliminate additional flow into the system.

The attached program description will be sent with the next round of sewer bills to residents and
businesses within Bangor who are currently receiving City sewer service. This program description will
also be placed in the Bangor Daily News to make the public more aware of the program.

Sump Pump Identification Program
The Bangor Wastewater Treatment Plant (WWTP) shows large increases in flow during wet weather,
indicating that a significant amount of infiltration and inflow (I/I) exists. I/I is clean water, such as
groundwater and stormwater, which enters the sanitary sewer system. Excessive amounts of I/I can
contribute to basement sewer backups and combined sewer overflows. I/I also results in higher costs
paid by residents for the operation and maintenance of the sewer system.
A large portion of I/I may be from sump pumps improperly connected to the sewer system. State and
local regulations prohibit the discharge of sump pumps into the sanitary sewer. A sump pump is
properly connected if it discharges to a stormwater drain pipe, to a drywell or to an overland discharge
location in your yard or driveway. A sump pump is improperly connected if it discharges to a sanitary
sewer when other viable discharge alternatives exist.
The City of Bangor is initiating a program for the identification of improper connections to the sanitary
sewer. If you suspect that your sump pump (or basement drain) may be connected to the sanitary
sewer, please contact the City of Bangor Sewer Maintenance Department at (207) 992-4513. The City
will then arrange for an inspection at a time convenient for you to confirm the discharge location of the
sump pump.
During the basement inspection by City employees, the inspector may need to temporarily introduce
dye water into the sump pump system to determine the discharge location. The inspector may also
take notes and photographs of the basement’s internal plumbing and related appurtenances.
Please help Bangor remove extraneous water from the sewer system and thereby minimize the sewer
use charges to the residents for wastewater treatment.
At Councilors request, the notification include the estimated impact on the system.
