Drainage Easement: 137 Fruit Street Dana Wardwell provided an overview. The Engineering Department requests permission to obtain a 20 foot wide permanent drainage easement on Patricia Keane’s property located at 137 Fruit Street. This drainage easement is necessary in order to construct and maintain drainage improvements within the vicinity of Ms. Keane’s property. The proposed drainage improvements include a catch basin that will be constructed on school property behind Ms. Keane’s house and the 8” outlet pipe from the catch basin to the street system that will be through Ms. Keane’s property. The discussed drainage improvements are at the request of Ms. Keane to help alleviate wet conditions within the area due to storm water runoff from the Fruit Street School. Vote: Motioned and Seconded for Passage. 2. Discussion: Ban Sale & Distribution of Plastic Shopping Bags and Polystyrene Containers Mr. Jay Dresser of Materials Recovery Solutions had requested to meet with the Infrastructure Committee to ask that the Bangor City Council consider drafting an ordinance that would ban the sale and distribution of plastic shopping bags and polystyrene (Styrofoam) containers. Mr. Dresser outlined his concerns and a desired course of action for the City Council to undertake and help reduce the use of plastic shopping bags and Styrofoam containers and packaging. Councilor Baldacci and Councilor Graham suggested soliciting input from the communities in southern Maine that had already implemented the program. The issue to be revisited in 60-90 days. Vote: No Action Necessary Meeting Adjourned. 1
