1. Update on Pending Bids
Hupp explained that it is the City’s practice to bring items before the Finance
Committee for their approval prior to issuing a request for bids. This particular bid
is for Phase II of the Cargo Reconstruction project, which is part of the Airport’s
five-year capital improvement plan and slightly over $2M. This work consists of
milling and removal of approximately 11,500 SY of existing concrete and bituminous
pavement, trench drains, and manhole structures that are over 50 years old. At this
point, the area has reached the point of being unsafe for aircraft operations. In
addition to the replacement of the items previously listed, the area will also have
new aircraft fuel pits, new drainage structures and pipes, electrical wiring and
conduit, new oil/water separators and new pavement markings and high mast light
towers.
The project is funded federally by the Airport Improvement Project at 95%, 2.5%
will come from the State of Maine and 2.5% from Airport funds. Because of the
timing of the grant, it was necessary to issue the bids immediately to allow sufficient
time for bidders to respond. The grant is actually issued based on actual bids and
actual dollars as opposed to an estimate.
Bronson noted that a consensus was reached by e-mail to move forward with the
bid process. Cyr said the timing was very tight. The FAA is continuing to operate
under a continuing resolution for its funding. The bid was actually issued and made
available to bidders last Friday so that if the Finance Committee continued to be in
agreement, as they had so indicated by e-mail, staff would be able to get responses
back in a timely manner for review and provide them to the FAA for the February
th
26 grant deadline.
Bronson noted that the consensus of the Finance Committee to move forward.
