MINUTES Council Members: Gallant, Sprague, Baldacci, Nealley, Blanchette, Durgin Staff: Cyr, Conlow, Dawes Morgan, Hathaway Others: 1. Consent Agenda a. Report of Bids Awarded by Staff – April 2013 Gallant moves, Sprague seconds and approved. 2. Bids/Purchasing a. Cab & Chassis – Fleet Maintenance – Freightliner of Maine - $143,924 Finance Director Cyr recommends we award bid to low bidder, Freightliner of Maine. Baldacci moves, Gallant seconds and approved. b. Sewer System Repair/Maintenance – Engineering – Eastwood Contractors - $124,700 c. Request to Upgrade Mobile Data Terminals to Cellular Service d. Request to Waive Bid – Police – SRT Tactical Armor – Riley’s Sport Shop - $23,292 Gallant moves items b-d, Baldacci seconds and approved. e. Request to Acquire a Prisoner Transport Vehicle Finance Director Cyr states we do not have or use a Prisoner Transport Vehicle. This would be an addition to our fleet. This vehicle would be a van with an insert that would allow for multiple prisoners to be transported at once if needed. The primary reason for this is the increase of drug use, mental health issues as well as the small size of the back seat of cruisers. Behavior is disruptive and it’s for all involved and their safety. Gallant moved, Sprague seconds, approved. 3. Orders 13-142 and 13-143, Authorizing the Refinancing of Certain Existing Bond Obligations Finance Director Cyr sums this up stating we will retire bonds before their call dates and the deposits of the bond proceeds into an escrow account and those bonds & interests will be paid out of the escrow account until the call date where all the bonds will be authorized & called. In general we will save about $500,000. Baldacci moves, Nealley seconds, approved. Adjourned at 6:44 p.m.
